Cotton was a member of Parliament and an important scholar of early English legal and political records. (His vast collection of manuscripts became the British Museum's Cotton Library.) Published posthumously, The Forme of Governement discusses the sovereign's obligation to consult with Parliament "in their great Counsels of Marriage, Peace and Warre." Like Cotton's other works, a great deal of attention is paid to historical precedent. An expanded version was later published as The Antiquity and Dignity of Parliaments (1679). Cotton was a Member of Parliament and an important scholar of early English legal and political records. (His vast collection of manuscripts is now the British Museum's Cotton Library.) This pamphlet was published at the time Charles I was pressing Parliament for funds to fight the Bishop's War in Scotland, one of the events that led to the First English Civil War. Eighteenth-century mottled calf, blind rules to boards, raised bands, blind ornaments and lettering piece to spine, marbled edges, blind tooling to board edges. A few minor scuffs to boards, light rubbing to extremities, joints just starting at foot, corners bumped and somewhat worn, front hinge cracked, later armorial bookplate (of Sir Frederick Evelyn) and twentieth-century bookplate (JE) to front pastedown. Light toning to interior, light foxing to a few leaves, light soiling and a few minor stains to title page. $650. * First edition. As Holdsworth notes, the importance of the Parliament Rolls was so great during the seventeenth century that "transcripts were made for private use, and published by private enterprise." He adds that the most important of these was produced by Prynne. It is based on a manuscript that is now attributed to William and Robert Bowyer. It records the substance of Acts of Parliament and other particulars, that are not extant in print, among the statutes or the Parliament Rolls, and supplies the purpose of a useful index to the Rolls of Parliament.
