Sie müssen in der Lage sein, die geleistete Pflege lückenlos und korrekt nachzuweisen.In der BURGHOLTE Seniorenwohnanlage in Osterode werden 60 pflegebedürftige Menschen aller Pflegestufen von 34 Pflegekräften auf 4 Stationen betreut. Seien es Flüchtlinge, die an die Küsten Lampedusas oder an die Küsten anderer europäischer Länder treiben. Doch der Begriff Boatpeople tauchte erstmals in den 1970er Jahren mit Bezug auf die flüchtende Gesellschaft von Vietnam auf. Es waren Flüchtlinge, 'die mit kleinen, selten seetauglichen Booten über das südchinesische Meer flohen.' Der Fall Saigons 'stellte für die südvietnamesische Bevölkerung den Beginn einer grundlegenden Veränderung ihrer Lebensverhältnisse dar, die von vielen Menschen bald als so drückend empfunden wurde, dass sie keinen anderen Ausweg sahen, als ihre Heimat zu verlassen.'. Hunderttausende flohen im Höhepunkt von 1979 bis 1982. Sie flüchteten aus Angst vor Unterdrückung, Umerziehungslagern und dem neuen kommunistischem Regime. Die Fluchtdemographie war weit gestreut. So flüchteten Teile der chinesischen Minderheit, religiöse Minderheiten, die ehemaligen Eliten Südvietnams und viele andere.
