Pendant que la guerre fait rage sur le continent, Anson et Garrad, deux Anglais, arrivent dans un petit village du Pays de Galles. Leur mission : établir la carte de la région. Leurs activités sont suivies avec amusement par tous les villageois. Mais bientôt, c'est la consternation. Pour figurer sur la carte sous l'appellation de " montagne ", il aurait fallu que Ffynnon Garw - la première montagne du Pays de Galles, l'orgueil du village - fasse au moins mille pieds. Le révérend Jones et son vieil ennemi Morgan le Bouc, qui tient le pub, ont eu la même idée : et si on la rehaussait ? Qu'est-ce que c'est qu'un monticule de vingt pieds de terre ? Tout le monde se mobilise au village pour surélever la montagne, et pour retenir les Anglais afin qu'ils procèdent à une nouvelle mesure.
