He had extensive work experience in many countries including China, India, Guatemala, and Hungary. He worked in collaborative relationships with Chinese health officials since his first visit to China in 1980, as leader of the US-PRC Public Health - Health Services Research Team. His work included US-PRC bilateral projects, World Bank missions and World Health Organization consultations. He was an Honorary Professor of the Chinese Academy of Preventive Medicine and Honorary Advisor 001 of the Chinese CDC ; presented by Chen Chun-ming, possibly 陳春明 (1941-2024), a traditional bamboo carving technique master from Taichung, Taiwan ; Fang's ink-wash bamboo paintings are grounded primarily in the style of Wen Tong, while adopting the structural approach of Xia Zhongzhao. What makes his work truly remarkable is his ability to infuse his paintings with his own spiritual essence and character, thereby forging a unique style that epitomizes the literati painting tradition. There is a profound connection between the artist and his art; while countless individuals throughout history have painted bamboo, few have succeeded in capturing its humanity, spirit, and grandeur—qualities that were likely cultivated in Fang through his administrative experience and the era in which he lived. 方的墨竹主要以文同為基礎，再以夏仲昭為體。可貴的是先生能將其靈氣與人格融入畫中，自成一格，是標準文人畫典型。人與畫的關係非常密切，古今多少人畫竹，但能畫出人性、靈氣、大氣者不多，而且可能是行政的歷練和時代的環境培養出他的大氣和格局。; FINE/FINE.
