Além de atualizações sobre decisões e avaliações do Conselho de Direitos Humanos e da Corte Interamericana de Direitos Humanos sobre a condição dos Direitos Humanos no Brasil, considerações sobre alterações recentes na legislação brasileira foram adicionadas tais como, a Emenda Constitucional n. 131, de 3 de outubro de 2023, a Lei n. 13.260, de 16 de março de 2016 (Lei Antiterrorismo) e a Lei n. 13.445, de 24 de maio de 2017 (Lei de Migração) no sentido de evidenciar nelas também a preocupação com a proteção dos Direitos Humanos. Assim, este Manual acompanha as modificações institucionais e estruturais mais profundas que caracterizam movimento regulatório internacional contemporâneo. E isso sem jamais ignorar a necessidade de manter o conjunto em extensão palatável para ministrar cursos de graduação em Direito Internacional em faculdades de Direito ou de Relações Internacionais. O direito internacional é método, mas também filosofia de vida para a convivência harmoniosa da humanidade. Assegurar a perpetuação consciente e responsável desse método, bem como discutir parte das inovações por ele vivenciadas, é o papel deliberadamente reiterado por esta nova edição do Manual.
