Imprimé à Paris par L'Imprimerie Nationale en 1793, ce rapport est l'uvre de Buzot, l'un des hommes qui, sous la Révolution, portaient la promesse d'un monde nouveau. Il s'agit là d'un témoignage direct de la mécanique politique de l'époque, rédigé au nom de la Commission des Neuf et du Comité Militaire. Le texte porte sur l'organisation de la garde nationale dans les 83 départements, une question centrale à l'heure où la jeune République devait, dans l'urgence, structurer la défense de ses frontières, de ses villes et surtout de ses acquis.
