M. Elaine Bunn is a consultant on strategic issues with 40 years of experience in the U.S. government working on defense policy. Her writings include articles and book chapters on deterrence, assurance of allies, strategic planning, nuclear policy, missile defense, arms control, and preemption. She is a member of the Nuclear Deterrence External Advisory Board at Sandia National Laboratories. Bunn served as deputy assistant secretary of defense for nuclear and missile defense policy (DASD/NMD) from 2013 to early 2017. Prior to being appointed DASD/NMD, Bunn was a distinguished research fellow in the Center for Strategic Research at National Defense University's Institute for National Strategic Studies, where she headed a project on future strategic concepts. Before that, she was a senior executive in the Office of the Secretary of Defense (OSD), where she worked from 1980 to 2000 in international security policy. Bunn was involved with the 1994, 2001, and 2010 Nuclear Posture Reviews. Bunn, a graduate of the National War College, received an MA from Johns Hopkins University's School of Advanced International Studies. The concept and rationale for a study of spacepower theory originated in conversations among Department of Defense (DOD) officials during the latter phases of the George W. Bush administration's final Quadrennial Defense Review. After several discussions with researchers in the Institute for National Strategic Studies (INSS) at National Defense University (NDU), the Deputy Undersecretary of Defense for Intelligence (Preparation and Warning) requested that NDU "craft a spacepower theory similar to that of other domains, for example, sea power." The terms of reference for this project specifically asked INSS to: develop a theoretical framework for examining the fundamental aspects of spacepower and its relation to the pursuit of national security, economic, informational, and scientific objectives. The theory should document the views and perspectives of the principal users of space and should focus on the underlying assumptions regarding why and how we as a society, nation, or military might use spaceâ"either alone or, more likely, in tandem with other meansâ"to accomplish specific ends. The task for the INSS Spacepower Theory Project team has been to consider the space domain in a broad and holistic way, incorporating a wide range of perspectives from U.S. and international space actors engaged in scientific, commercial, intelligence, and military enterprises. Through a series of 20 seminars, 2 workshops, and 2 major conferences, experts in the global space community provided and exchanged a rich set of viewpoints, ideas, and theories in an ongoing dialogue. Additionally, members of the Spacepower Theory Project team traveled to Japan, China, India, and Europe to capture viewpoints in regions witnessing increasingly diverse and burgeoning space activity.

Mathews begins by quoting contradictory passages from letters of Charles Mathews, one from Mrs Mathews' 'Memoirs of Charles Mathews, Comedian' (1839) and the other from Bunn's 'The Stage: Both before and behind the Curtain' (1840). Regarding a performance in Dublin in 1811, the letter Mrs Mathews quotes complains that, although Mathews had been led to believe £600 would be raised, and despite a full house, 'When every account was closed, the sum-up was 470l.' In the letter quoted by Bunn, Mathews states that he never 'played to one full house in Dublin, but once, in Crow Street; and then they knocked down the door-keepers and got in for nothing. 289/., was returned for the greatest number of people ever collected in the building' Mrs Mathews has clearly taken offence at Bunn's printed comment that the account given by Mathews in the letter in his book 'does not exactly tally' with that given in the letter in her book. He attempts to placate her with a generous tribute to her husband: 'In all the relationships of life, public or private, I ever found, ever reported, & ever shall report, my departed friend, as a pattern of greatness not to be surpassed.' Bunn hopes she will permit him to pay his respects 'ere the week wanes'. In a postscript he writes: 'I had a chat with Charles about this very letter, before he started for Dublin.' At the foot of the first page Mrs Mathews notes, of the £289, 'This alludes to the first account. A M'; and along the foot of the second and third pages, 'Money was afterwards paid in which brought the total receipt to 470 | A M'.
