One of Brissot's earliest political pamphlets in which he defended the right of the people to revolt against their rulers if their rights and freedom are violated. It is directed against certain policies of the Emperor Joseph II of the Holy Roman Empire, notably his regulation on emigration and some other administrative reforms. Brissot here defends liberal and enlightened ideas on political and social freedom. The publication of this pamphlet forced its author to retire to London once again. He there became acquainted with abolitionist agitators and found the inspiration for the founding of the Societe des Amis des Noirs'.…

Potier de Lille | Paris 1790 | 12 x 19.30 cm (In-8) | relié | Édition originale d'une des plus importantes publications révolutionnaires contre la traite des esclaves africains et premier manifeste de la Société des amis des Noirs, fondée en février 1788 par Jacques-Pierre Brissot, Étienne Clavière et Mirabeau, neuf mois à peine après la London Society for Effecting the Abolition of the Slave Trade qui leur servit de modèle. * C'est à Londres que Brissot, exilé et sous la menace d'une lettre de cachet pour ses écrits antimonarchiques, rencontre Thomas Clarkson, à l'origine de cette première association politique pour le droit des Noirs, née du scandale provoqué par le massacre de 142 esclaves sur le navire négrier Zong. Avant même le succès de la Révolution française et la proclamation des droits de l'Homme, Brissot décide donc de mener ce nécessaire mais très controversé combat pour l'universalité des droits humains. Inaugurée par Bartolomé de Las Casas et La Boétie, puis porté par les quakers anglosaxons et les philosophes français des Lumières, cette lutte pour la reconnaissance des droits fondamentaux de l'être humain se confronta dès l'origine à la logique économique d'un Occident qui bâtit sa puissance et sa richesse sur le commerce triangulaire. La Société des amis des Noirs, à l'instar de son alter ego anglais, décide donc de mener le combat en deux temps dont le premier doit être l'abolition de la traite des Noirs. C'est le propos avoué de cette exhortation à l'Assemblée Nationale qui, écrit Brissot, vient de «grav[er] sur un monument immortel que tous les hommes naissent & demeurent libres & égaux en droits». Cependant, bien que Brissot de Warville se défende de toute velléité d'abolition de l'esclavage («l'affranchissement immédiat des Noirs serait [.] une opération fatale pour les Colonies»), son discours est un des plus beaux plaidoyers humanistes du temps. Grâce à une rhétorique oratoire digne des plus grands révolutionnaires, le Girondin transforme sa démonstration pragmatique de l'inutilité économique de la traite des Noirs en un manifeste éthique et philosophique des principes fondateurs de la Révolution française: «Vous les avez rendus ces droits au peuple Français que le despotisme en avait si longtemps dépouillés; vous venez de les rendre à ces braves insulaires aux Corses, jetés dans l'esclavage sous le voile de la bienfaisance vous avez brisé les liens de la féodalité qui dégradaient encore une partie de nos concitoyens; vous avez annoncé la destruction de toutes les distinctions flétrissantes que les préjugés religieux ou politiques avaient introduites dans la grande famille du genre humain. Les hommes dont nous défendons la cause n'ont pas des prétentions aussi élevées, quoique, citoyens du même Empire et hommes comme nous, ils aient les mêmes droits que nous. Nous ne demandons point que vous restituiez aux Noirs Français ces droits politiques, qui seuls cependant, attestent & maintiennent la dignité de l'homme; nous ne demandons pas même leur liberté. Non [.] jamais une pareille idée n'est entrée dans nos esprits. Perrette, his sale, Christie's New York, 5th April 2016, lot 418 Brissot de Warville was a leader of the Girondins, sometimes called Brissotins, a moderate bourgeois faction that opposed the radical-democratic Jacobins during the French Revolution. Brissot also harboured literary ambitions, "which led him to go to London (FebruaryNovember 1783), where he published literary articles and founded two periodicals, which failed. Returning to France, he was imprisoned in the Bastille for pamphlets against the queen and the government but was released in September 1784. "Inspired by the English antislavery movement, Brissot founded the Society of the Friends of Blacks in February 1788. He left for the United States in May, but, when the Estates-General were convened in France, he returned and launched a newspaper, Le Patriote français (May 1789). Elected to the first municipality of Paris, he took delivery of the keys of the Bastille when it had been stormed" (Encyclopedia Britannica online). In his Preface to "Nouveau Voyage." Brissot expresses clearly his aim of encouraging the French people to follow the American example: "The publication of 'Voyages and Travels' will doubtless appear, at first view, an operation foreign to the present circumstances of France. I should even myself regret the time I have spent in reducing this Work to order if I did not think that it might be useful and necessary in supporting our Revolution. The object of these Travels was not to study antiques or to search for unknown plants, but to study men who had just acquired their liberty. A free people can no longer be strangers to the French. We have now, likewise, acquired our liberty. It is no longer necessary to learn of the Americans the manner of acquiring it, but we must be taught by them the secret of preserving it. This secret consists in the morals of the people ? the Americans have it, and I see with grief not only that we do not yet possess it but that we are not even thoroughly persuaded of its absolute necessity in the preservation of liberty" (Preface). "After Louis XVI's flight to Varennes, Brissot attacked the king's inviolability in a long speech to the Jacobins (July 10, 1791) that contained all the essentials of his future foreign policy. Elected to the Legislative Assembly, he immediately concerned himself with foreign affairs, joining the diplomatic committee. .On April 3, 1793, Robespierre accused him of being the friend of the traitor General Charles-François Dumouriez and of being chiefly responsible for the war. Brissot replied, denouncing the Jacobins and calling for the dissolution of the municipality of Paris. He was not conspicuous in the struggle between the Girondins and the Montagnards (AprilMay), but on June 2, 1793, his arrest was decreed with that of his Girondin friends. Warville accuses Chastellux of exposing to ridicule, and grossly misrepresented the principles and manners of the Quakers. He writes that Chastellux's reflections on the slavery of the negroes, and his thoughts on the condition of mankind with respect to the ranks in society, are often unjust. Chastellux was "one of the forty members of the French Academy, and Major General in the French Army, serving under the Count de Rochambeau" (title-page of English edition) with whom he travelled throughout New England and Pennsylvania, he recounts meetings with Generals Washington and Cornwallis and Thomas Jefferson at Monticello: "Let me describe to you a man, not yet forty, tall, and with a mild and pleasing countenance, but whose mind and understanding are ample substitutes for every exterior grace. Issues two and four consider taxation, proposing the abolition of all existing taxes and their replacement by equally distributed voluntary subsidies. In this volume, the fourth number is the 50-page edition. Garrett notes: "The Bibliothèque nationale has the only complete collection of Le Moniteur. The British Museum has a 38-page edition of the fourth number, and Cornell University has versions of the same pamphlet in 48- and 50-page editions. Brissot was one of the most pro-American French thinkers of the period; he later wrote a well-known work on his American travels, and later died in the Terror. This work seeks to enlighten the French and American public about the possibilities for mutually beneficial investments. Dedicated to the American Congress and the "friends of America in both worlds," it reviews a number of economic issues, such as balance of trade, the superior benefits of French manufactures for American markets, why French wines and oils were better than any that could be produced in the U.S., and a broad range of specific products. Various American products ranging from rice to furs are then discussed. In the end the authors include a prospectus for their proposed "Societe Gallo-Americaine." Claviere and Brissot worked together on a number of political tracts, and both believed that the example of America's fledgling democracy held the key to France's future.
