The thought lay dormant for several fruitful years, during which revolutionary developments occurred in this field of aviation and parachuting became a popular international sport. In my travels I continually heard the remark that there was a need for a book which would satisfy all branches of public interest. Such a book must be, at one and the same time, an outline history of parachuting from the time of Leonardo da Vinci to the present day, an entertaining textbook for the rapidly growing number of parachute clubs and individual sportsmen, and an exciting account of parachuting adventure which would thrill the layman and help to answer the question of why men and women choose to leap from the sky. The Advisory Committee chaired by Lord Weir (late Secretary of State for the RAF) was created to report to Churchill on how best to organise imperial air routes and develop civil aviation in the most cost effective way. This document contains the report it submitted to Churchill dated 19 April 1920, with Trenchard's separate report of 20 April 1920, and an Appendix summarising the more important steps taken by the Air Ministry for the assistance of Civil Aviation. It makes recommendations on the amount of financial support for approved routes from London to Paris and Brussels (and approved extensions therefrom), and Scandinavia using flying boats, amphibious craft, etc. Companies applying to run those routes should be approved conditional on regularity and speed of service offered. Trenchard submitted his separate report as he did not agree with all the Committee's recommendations. He advised against direct subsidies to air transport companies, preferring to fund design and research into experimental machines instead.

In this report, it recommends developing the route from Egypt to India first (eventually this would connect on to Australia) and the route to South Africa via Egypt next. This should be led by private business with state support. The GPO should tender out for the corresponding airmail service. The RAF can place surplus engines and other materials at the disposal of the Civil Aviation Department for free distribution. Prohibitions on civil aviation in Egypt and India should be lifted.

Begins: 'My dear Ponsonby / Let me introduce the bearer, Mr. Selway, [i.e. William Robbins Selway (c.1822-1893) of Walworth] who was vice Chairman of my Committee in Lambeth, & is one of the most influential & trustworthy men in the South of London'. Selway wishes to see Ponsonby 'about a building in the Surrey Gardens which certain persons are proposing to convert into a Theatre'. He ends by endorsing Selway: 'You can't get better counsel on the subject'.
