First edition of this French-language contribution to the debate on the legal regulation of credit and the suppression of usury, printed in St Petersburg. Drawing on ancient and modern examples, Boucher argues for statutory limits on interest rates rather than leaving the terms of lending entirely to agreement between the contracting parties. The published contents list records discussions of the balance of trade, foreign exchange, precious metals, the consequences of usury, and the legislative measures required to restrain it. One section expressly challenges the proposition that competition alone can reduce interest rates without the intervention of the law. The economic argument is preceded by a political dissertation concerning écrits licencieux. A former bank director and teacher of commercial and maritime law at the Académie de législation in Paris, Boucher moved to Russia in 1809. The present work belongs to the Russian phase of his career, during which his experience of French commercial practice and jurisprudence informed publications on economic and institutional questions. Its interest lies particularly in the relationship between contractual freedom and legislative protection: the defence of a legal ceiling on interest should not be confused with a blanket rejection of lending at interest.
