'Die Geschichte der Existenz von Staatswesen ist gleichzeitig eine Geschichte der Staatsverschuldung' (Wagschal, 1996, S. 13). Und die Geschichte der Staatsverschuldung ist wiederum eine Geschichte von Staatsbankrotten, wobei der erste aktenkundige Bankrott auf Dionysius von Syrakus (430-367 v.Chr.) im fünften Jahrhundert vor Christus zurückgeht (Konrad & Zschäpitz, 2010, S. 102-103).Die derzeitige Aktualität begründet sich vor allem mit der Entwicklung der Staatsfinanzen innerhalb der Europäischen Union (EU).
