It was a source of inspiration for Robert Owen, who published a new edition of it in 1818, and was highly praised by Karl Marx. Perhaps inspired by Plockhoy's A way propounded to make the poor in these and other nations happy' (1659) Bellers here designs a complete plan for the organization of industry and labour. He proposes the founding of colleges of industry', agricultural and manufacturing co-operative settlements to enable the poor to care for themselves. Colonies of at least 300 people would have collective capital and labour, and not money but labour would be the standard of value, thus giving a draught for a labour theory of value. Family life would be private - he therefore uses the term colleges rather than communities - and much attention would be paid to education. It would be beneficial to the poor, enabling them to care for themselves, as well as to the rich and the state, no longer forced to support the poor.Marx refers to Bellers in Das Kapital' several times. He calls Bellers a very phenomenon in the history of Political Economy, [who] saw most clearly at the end of the 17th century, the necessity for abolishing the present system of education and division of labour, which beget hypertrophy and atrophy at the two opposite extremities of society'. *Wing B1830. Small 4to (182 x 140mm). 28 pp. Title-page quite browned and grubby and strengthened in the inner margin, some staining in a few…places throughout and with a small hole (probably a paper flaw) through the blank fore-edge of D2 (not toching the text). 20th-century blue cloth, lettered in gilt on the spine, new endpapers (binding slightly sunned on the spine). London: Printed and Sold by, T. Sowle, Wing B1830. First published the year before, this second edition has a new "Discourse for Imploying the Poor" by Chief Justice Hale, a new address "To the Lords and Commons Assembled in Parliament" (it had previously been addressed "To the Children of Light, in Scorn called Quakers") and an address "To the Thinking and Publick-Spirited" along with a request to the public for subscriptions. In addition there are ten substantive alterations to the text, including raising the estimate of the cost for each college from £15000 to £18000, punishments should be "rather abatements of Food, &c. then Stripes", there should be fishing colleges on the coast, children should be bred up in temperance, work should be found for the blind and lame to avoid idle hands, etc. The second - much revised - edition of John Bellers's extraordinary pamphlet which outlined a radical co-operative community in which no money would be needed and where the elderly would be cared for and children educated. This remarkable pamphlet outlines a striking new potential model for society which covers many social concerns present today. The work begins with an introduction in which Bellers writes: "It's the Interest of the Rich to take Care of the Poor, and their Education, by which they will take Care of their own Heirs: For as Kingdoms and Nations are subject to Revolutions and Changes much more (and nothing commoner than) for private Families to do so; and who knows how soon it may be his own Lot, or his Posterities, to fall poor? Is there any Poor now, that some of their Ancestors have not been Rich? Or any Rich now, that some of their Ancestors have not been Poor?" (p.1) ".it is for this first piece that Bellers is best remembered. In it, he advocates the establishment of free-standing, co-operative communities in which no money would be needed and all middlemen eliminated. The pamphlet describes the college as a mixed agricultural and manufacturing settlement wherein 300 people, 200 of them labourers and craftspeople, would live and work. It would be, in Bellers's words, an 'Epitome of the World', with the addition that children would be educated and the elderly and ill looked after. Such colleges would be run in a rather paternalistic manner by people able to contribute at least £100 to the original foundation; but both in their organization and the expectation that each college should be free-standing and self-sustaining they prefigure many nineteenth-century experiments in co-operation. More than this, contained within the description of the colleges is a substantial critique of the nature of value, which had a profound impact on both Robert Owen (who had 1000 copies of the pamphlet reprinted in 1817, ensuring its continued importance for nineteenth-century writers) and Karl Marx, who refers to Bellers at least four times in Das Kapital and describes him as a "veritable phenomenon in the history of political economy" (ODNB). "What Bellers advocated and what Marx adopted was a pure form of a labour theory of value. In Bellers's words, the college "will make labour and not money, the standard to value all necessaries by." More than this, in his Proposals he asked "if one had a hundred thousand acres of land, and as many pounds in money, and as many cattle, without a labourer, what would the rich man be, but a labourer." In den WarenkorbFirst edition of these proposals for social and educational reform by a Quaker, writer, and cloth merchant lauded by Marx as a "phenomenon in the history of political economy" (quoted in Zepper, p. 87). John Bellers (1654-1725) stands alongside William Penn as a prominent early leader of Quakerism. Much like Penn, he worked exte…nsively on applying Quaker principles to effect social change. In particular, he wrote numerous proposals for colleges to house, train and employ the poor of London, founding a Quaker workhouse at Clerkenwell in 1702. Underpinning much of this was his firm conception of a labour theory of value: as he once proclaimed, Clerkenwell "will make labour and not money, the standard to value all necessaries by" (quoted in ODNB). The Epistle is a collection of short public letters addressed to his brethren in London. The first develops his recommendation that the Clerkenwell workhouse be expanded into a dedicated school, the costs of which would be met by securing part-time employment for many of its pupils. The second considers the wider problems of persuading men to support charity (one key recommendation being to "make the best Use you can of our Work-House or Hospital, for such Poor, which is capable of much greater Improvement, and of a more Universal Service than it is at present" (p. 11). These collegiate proposals won praise from Robert Owen, who had 1,000 copies of an earlier Bellers pamphlet reprinted in 1817, while Marx was particularly impressed with his labour theory of value. The name of John Bellers would merit little more than a footnote in the history of education and economics were it not for Karl Marx, who otherwise spoke of the "bourgeois economists" with contempt, but called this Quaker socialist "a real phenomenon in Political economy." Marx mentions Bellers and his writings ten times in the text or notes of Das Kapital and Bellers is now considered the first educator in the Marxist tradition. John Bellers was born in London to Mary Read and Francis Bellers, a wealthy merchant and trader originally from Warwickshire. His Quaker upbringing let him to getting involved at an early age with poor and disadvantaged. In 1685, Bellers contributed to the purchase of 10,000 acres of land in Pennsylvania for the resettlement of French Huguenots displaced by the revocation of the Edict of Nantes. The present work presents his early socialist vision of a mixed agricultural and manufacturing settlement which would support the needs of three hundred people, and where children would be educated and the infirm cared for. It was not more utopian literature but rather practical economic solution. Both editions are nearly unobtainable, the second even more. Not in the commerce.
