He was a Republican who served in the Ohio House of Representatives, State Senate, and the U. S. House of Representatives. In the U.S. House, he led opposition to U.S. involvement in the Vietnam War. Whalen authored two books with his wife Barbara. The first, "The Longest Debate: A Legislative History of the 1964 Civil Rights Act", chronicled the process behind the passage of the Civil Rights Act. The second, "The Fighting McCooks - America's Famous Fighting Family", discussed a family with a long military history. The true story of America's famous fighting family.
