These reports were submitted to the Secretary of the War Office, at that time David Lloyd George, on 3 Aug and 17 Nov 1916, by a Committee chaired by Justice Clement Bailhache. The C…ommittee was appointed to look into Government air policies in the wake of serious losses being sustained by the RFC during WW1. In particular, serious criticisms made by Pemberton Billing of "criminal negligence" and "official folly of those in high places" with claims against the Royal Aircraft Factory and RFC. Gathering information over several weeks looking at a series of specific cases, the Committee laid the blame with the military supply system rather than with air chiefs, calling for a joint Equipment Department, and closer cooperation with the Royal Naval Air Service.
