Peter Hayes works at the nexus of security, environment and energy policy problems. Lawrence Livermore National Laboratory (LLNL) is a federally funded research and development center in Livermore, California, United States. Originally established in 1952, the laboratory now is sponsored by the United States Department of Energy and administered by Lawrence Livermore National Security, LLC. The lab was originally established as the University of California Radiation Laboratory, Livermore Branch in 1952 in response to the detonation of the Soviet Union's first atomic bomb during the Cold War. It later became autonomous in 1971 and was designated a national laboratory in 1981. LLNL's principal responsibility is ensuring the safety, security and reliability of the nation's nuclear weapons through the application of advanced science, engineering, and technology. Dr. Bailey held three positions with the US Government. She was Assistant Director of the Arms Control & Disarmament Agency responsible for nuclear, chemical, biological, and missile nonproliferation policies (1988-90). She was Deputy Assistant Secretary in the US Department of State's Bureau of Intelligence and Research, where she was responsible for long-range assessments and chaired the Interagency Committee to respond to Soviet Active Measures (1985-87). And, she headed the Bureau for Research in the US Information Agency with responsibilities for foreign public opinion polling and analysis (1983-85). Prior to Government service, Dr. Bailey was a founding member of the proliferation intelligence analysis program at Lawrence Livermore National Laboratory (1976). She directed the program from 1978-81. Following Government service, from 1990-92, Dr. Bailey was a senior analyst at the National Institute for Public Policy, where she headed two major projects, one to assess the verifiability of the Chemical Weapons Convention, the other to examine the implications of de-alerting US nuclear forces. She also taught international relations at George Mason University. In 1992, Dr. Bailey left Washington DC to return to Lawrence Livermore National Laboratory where she served on the Director's Staff and was editor of the Director's Series on Proliferation. She regularly testified before the US Congress on arms control issues, including the Chemical Weapons Convention (CWC) and the Comprehensive Nuclear Test Ban Treaty. Also, she was a lecturer at the NATO Defense College in Rome as well as at universities throughout the United States. Following her retirement from the Laboratory in 1999, she served on the US Secretary of State's Arms Control and Nonproliferation Advisory Board.
