Embora muitas discussões indiquem a possibilidade de construção de práticas sociais mais horizontais, o uso das TDICs para participação cidadã precisa ser mais bem compreendida e incentivada. Na busca de construir um olhar plural e crítico, esta obra integra reflexões de áreas distintas, que oferecem ao leitor um leque bastante vasto de perspectivas teóricas, bem como de questões de ordem prática. Dois ensaios iniciais contextualizam a discussão mais ampla refletindo sobre as esperanças e dilemas da sociedade conectada.
