Disbound from a larger volume with sections coming loose, otherwise near fine. The author, Arnold Talbot Wilson (1884-1940), is here identified as a Lieutenant in the Indian Army, and Acting Consul for Arabistan. He had arrived in Persia in 1904 where he led a group of Bengal Lancers in defence of the British Consulate in Ahvaz, and William Knox D'Arcy's oil drillers. In 1907 he transferred to the Indian Political Department serving as a Political Officer in the Persian Gulf. In 1908 he oversaw the discovery of the first oil site in the Middle East at Masjid-i-Suleiman. As Consul-General of Muhammerah (1909-11), he was in charge of the Turko-Persian Frontier Commission. He opens this report by stating that in spite of the "disturbed state of Persia", trade has in fact improved as shippers have managed to avoid the "prolonged disturbances on the Bushire-Shiraz road" by using the Ahwaz-Isfahan road instead, with much of the opium and tobacco crop also being exported via Ahwaz. Imports of materials for the newly formed Anglo-Persian Oil Company (APOC) were over double all other imports combined (@300,000l). He includes a brief survey of security, banks (the Imperial Bank of Persia's new branch in Mahommerah is expected to benefit British commerce), trade restrictions, trade generally and its limited prospects in spite of Arabistan being potentially one of the richest provinces of Persia. In this context, he describes the largely subsistence life of locals: "the Arab of the desert is content with the nomadic life, living by the produce of his flocks and occasional large crops" etc, and the kinds and sources of limited imported goods they purchase. There is also extensive discussion of transport. The area is well served by various steam navigation companies, of which two have been stopping at the Refinery site at Braim (Abadan). The caravan route primarily using mules between Ahwaz and Isfahan takes 17-25 days, hampered by the lack of caravanserais and fodder, with the hope the Bakhtiari Khans will be "induced" to improve matters. The map, @23 miles to 1 inch, centres approximately on Ahwaz, bounded by Abadan Island (SW), Hindijan Customs House on the Persian Gulf coast (SE), Masjid i-Sulaiman to the south of the Bakhtiari Mountains (NE), and the Dizful Customs House (NW). It shows the extent of the very early APOC activities that Wilson had been facilitating, and hints at future developments. Thus "Oil Works" are indicated at Masjid i-Sulaiman and Mamatain, and the "Site for refinery" is marked out on Abadan. APOC had obtained the lease for this site in 1909, and built the refinery during 1910-12. Also shown are various land routes, canal and rivers indicating their navigable extents, some geographical features, and Arabistan's administrative boundary.

Extremely rare manual, marked "For Official use only" and prepared for the troops of the Indian Expeditionary Force "D", giving an account of the political and historical context of the British Mesopotamian campaign of World War I. - Expeditionary Force "D" was made up of Indian and British troops and is infamous for its doomed defense of the siege of Kut, where disease and starvation forced a surrender in April 1916. However, the pamphlet does not limit itself to Iraq, but crucially provides an entire chapter on the history of, and British interest in, the Arabian Peninsula, titled "Arabia - Our Left Flank", including an entire section on Abdulaziz Ibn Saud (1875-1953). The author summarizes the history of British presence in the Gulf, noting the sack of Ras-al-Khaimah in retribution for alleged pirate activity, after which "the climate forced [the British] to evacuate that position". The book further refers to the "maritime truce" imposed by Britain upon the Arabian Coast from "Masandam to Kuwait" in 1836 and notes that the suppression of the arms trade in Muscat was successful thanks to the regulations put in place by Faisal bin Turki, Sultan of Muscat and Oman (1864-1913), the direct ancestor of Sultan Haitham. In more general terms the author describes "The rich oases of the Qasim, with their population of enterprizing merchants" and "the Hasa, coveted for its date groves and its ports on the Persian Gulf" which "was finally wrested from the Ottoman Government by Ibn Sa'ud in 1913". The author lists British treaties along the Gulf Coast, including with "the Shaikh of Bahrain" (Abdullah bin Ahmad Al Khalifa, 1769-1849) in 1820 "and in 1798 with the chiefs of the Trucial Coast". - Cloth gently rubbed. Interior shows a hint of foxing, otherwise in very good condition. A single copy is listed in auction records, and that volume included a pencil note attributing authorship to Sir Arnold Talbot Wilson (1884-1940), a captain in the British Indian Army. As then-acting civil commissioner for Mesopotamia who later became known for his strong opinions on the postwar fate of Iraq, he is not an unlikely candidate.

Despite "the highly confidential nature of the subjects dealt with. it is hoped that sufficient has been said to demonstrate the strategical and political importance both from the European and Indian standpoint of the country in which we are fighting" (preface). The Sketch outlines the present state of British relations with the Gulf after "150 years of continuous naval vigilance, of political watchfulness, and of commercial penetration" (p. 6). A lengthy chapter is devoted to "Arabia - our left flank", touching on relations with the leaders of Oman and Bahrein and Trucial chiefs. "The history of modern Arabia has been determined by two main factors. The rise and growth of the Wahhabi power in Najd, and the attempts made by the Turks to enforce their dominion over deserts where the suzerainty of any exterior or centralized government has never been permanent" (p. 29). A separate section addresses Britain's relations with Ibn Sa'ud, now Britain's most important regional strategic buffer to Ottoman power in the Gulf, focusing on his dealings with Captain Shakespear after the outbreak of the First World War. Lieutenant-Colonel Sir Arnold Wilson (1884-1940), writing here anonymously, was one of the key figures in the wartime and immediate post-war administration of Mesopotamia-Iraq. "Wilson spent most of the First World War in Mesopotamia. In 1915 he became deputy chief political officer, under Sir Percy Cox, to the Indian expeditionary force occupying Basrah. Cox formed a civil administration in Mesopotamia, and Wilson served as one of its leading figures. In March 1918, when Cox was transferred to Persia, Wilson took over as acting civil commissioner and political resident" (ODNB).
