Por eso, tendemos a veces a atribuirles las características de la modernización tal y como la concebimos hoy en día. Este libro se propone reconstruir el proceso de las reformas de la Hacienda, desde los primeros proyectos de los actores a su realización. El estudio se atiene a la primera mitad del reinado de Felipe V y el efímero reinado de su hijo Luis I, centrándose por tanto en la "Nueva Planta". Se dedica atención a los proyectos de los promotores de las reformas, en particular los ministros Orry, Campoflorido, Verdes Montenegro, Ripperdà y Patiño, pero también a los comentarios de los que impugnaron las reformas y los meros testigos. La creación conjunta de figuras nuevas en la administración de la Hacienda -el tesorero general, el ministro de Hacienda y los intendentes de ejércitos y provincias, en particular- y sus reformulaciones sucesivas suscitaron vivos debates entre los actores sobre la "buena administración" y los límites entre ella y el fraude. El libro intenta reconstruir su dinámica y, a través de ella, da cuenta de un proceso reformador conflictivo, en el que lo que estaba en juego, además de la Hacienda, era la definición del "buen gobierno" de la monarquía.

Through a series of case studies, this volume explores how the various European polities engaged with the transformative effects of warfare on the relationship between private and public interests, paving the way for institutional reforms and transformed ethics.
