The members of socially disadvantaged groups like Scheduled Castes, Scheduled Tribes and Other Backward Classes witness multiple deprivations related to sanitation also. However, irrespective of the caste, class, religion or region, the women and children are the ultimate sufferers. The effort of the present author is to widen t he sociological imaginations related to sanitation by taking into consideration the gaps between the welfare agenda of the democratic countries and the inadequate implementation mechanisms. It conceptualizes the notions of planning deficit, development deficit and contestation deficit and deconstructs the discourses built up on historical, cultural and administrative world views. About The Author: Dr. Mohammad Akram (b. 6 October, 1971) is an Associate Professor and the Deputy Coordinator of the UGC funded DRS I programme at Department of Sociology , Aligarh Muslim University , India. He has completed two UGC funded research projects on Migrant Construction Workers in western Uttar Pradesh and STDs among Tribal Population of Rajasthan and supervised several Ph.D. and M.Phil. candidates on variety of topics. He remained the National Convener of Research Committee 12 (Health, Population and Society) of Indian Sociological Society for four years. He has authored two books titled as Sociology of Health and Tribal Health and edited two volumes titled as Health Dynamics and Marginalized Communities and Maternal Health in India: Contemporary Issues and Challenges. He has presented research papers in several international and national conferences. He has more than thirty published research papers in peer reviewed journals and edited volumes.
