Mit der Goldenen Bulle (1356), dem »Staatsgrundgesetz« (Seibt) des alten Reiches, ordnete er die Königswahl und stabilisierte das förderale Territorialprinzip in der Reichsverfassung. Er förderte die Städte und betrieb wirtschaftliche Fürsorge. Der gebildete Herrscher gründete 1348 die Universität Prag und betätigte sich als Mäzen der Künste; vor allem Prag und Nürnberg wurden städtebaulich von ihm geprägt. K. ist zusammen mit Friedrich II. wohl der bedeutendste Herrscher des späten Mittelalters und steht in seiner frühhumanistischen Prägung bereits an der Schwelle zur Neuzeit.
