    Extracted from a volume of Parliamentary Circulars with the ownership signature "Frederick Peel", Member of Parliament (from Feb. 1849), dated 1839-1851). All three items are scarce, with no copies on OCLC WorldCat or COPAC. Both in good condition, lightly aged. Disbound from a volume and paginated in manuscript. ONE: Printed 'Circular', headed in manuscript 'Immiration / W. Indies & Mauritius', and dated from Downing Street, 23 October 1846. Paginated in manuscript 93. At foot of page (not in Grey's hand): '/sd/ Grey'. Text reads: 'Sir, / I have had under my consideration the evils which have been experienced in some of the West Indian Colonies, but more extensively, still, in the Island of Mauritius, from the unsteady habits of certain classes of Immigrants. I have addressed to the Governor of Mauritius a Dispatch, in which I have suggested the adoption of a system in respect to Coolie Immigrants, which appears to me to be calculated to meet these evils, and to be applicable also to the case of Coolie or any other Immigrants introduced into the West Indian Colonies, otherwise than at their own Cost. I transmit to you herewith a Copy of this Dispatch, and I request you to consider it as embodying the principles of regulation in this matter, which, if the Colonial Legislatures should be disposed to adopt, Her Majesty's Government would be prepared to sanction.' Damage to a couple of words: otherwise text clear and complete. Circular 'F' postmark in red ink. Docketed. An impassioned, anguished letter, long and unguarded, and unusual in the valuable light it casts on the state of West Indian colonial affairs. The first three-quarters of the letter from 12 February and the rest from 13 February. 'Colony is in a most horrible State of con but thank God tolerably healthy - but Party Prejudices venemous [sic] Plots Leagues & Feuds have sapped the Vitals of Intercourse of mutual Social Intercourse - [sic] I am the marked Object, Target & sooner than undergo another twelve months such incessant, heartrending Persecution I would return to undergo the Horrors of Brixton Tread Mill -'. He wishes John Reeves had answered him. 'I must have it again pressed upon Him I should have endeavoured indeed was making Arrangements to have returned to England in March by the Brig Donald Captn Johnston but dreadful & but mark, mark well - a troublesome mischievous radical to annoy & disturb the Colony prosecutes me for receiving Exorbitant Fees since my First Arrival'. Describes how he has been 'examined before House of Assembly & after most cross, foul Examination were upon Oath from those thought my real Friends a Bill was endeavoured to be passed in the House of Assembly to House or Council above'. Describes a legal 'Tug of War', culminating 'Bench in Confusion my Lord the Governor enraged & it being stated I should add to the Confusion, Misery & Disturbance of this dreadfully divided Colony I did acquiesce I did agree to Travers & until next Sessions - now mark - I can not return this Season - my great Friend Chief Justice Gloster has thro Earl Huntingdon positively forbid me entering his House Earl H - is most severely cruel - telling me I am the Cause of all & every Trouble, vexation &cc in the Colony'. Berates Reeves for not sending 'the much desired Information'. '[.] but why will not Mrs L write - but not a word more on that subject I forgive Her from my inmost Soul & Heart - but for Gods Sake do not let Her forget me the Coat is almost a dead Burthen, Loss - Thirty Two Pounds Eighty Pounds Currency - merciful Father - my good Lord hurries me worries me about my half Pay - declares my signing the Affidavit absolute Perjury & will not sancition it'. The last part of the letter is mostly made up of instructions and requests. Concludes: 'I almost forgot most absolute requisite articles Spectacles or double Eye Glass in Steel or Tortoise Shell any mounting of the strongest magnifying Power I can [sic] see without a borrowed Glass what I have wrote. I can not read a Letter or news Paper | I expect an answer about 13 May.' The only record of Lodington's fate is contained in two later letters (12 June and 3 July 1824) by him, in which he describes the departure for England of the Earl of Huntingdon just before his (i.e. Lodington's) trial, commenting 'Gaol in this Town, death is preferable'. (According to the DNB Huntingdon resigned the Governorship in 1824, as a result of 'a misunderstanding with the other authorities on the island'.).…

    An apparently-unique Manuscript signed by Lord Stanley as Secretary of State for War and the Colonies, and dated from 'Downing Street, | 30: July 1842' of what W. P. Morrell describes in his 'British Colonial Policy in the Age of Peel and Russell' (1966) as a 'Circular Dispatch to Governors of West Indian Colonies', regarding the 'Act to amend the laws for the regulation of the Trade of the British Possessions abroad' (5 & 6 Vic. c. 49). The document discusses the act with regard to 'the West Indian Colonists' and 'the British Possessions in South America and the West Indies'. Stanley hopes that 'the Legislative Bodies, and the Colonists at large in the West India Colonies' will find in the act 'enactments calculated to be of essential advantage to their commerce'. The present draft contains a passage with a gap in it for later completion, in which Stanley requests the recipient to 'take the first opportunity of communicating copies of this Act to [BLANK] under your Government'. (Different versions were tailored to the various colonies; another one, printed severally in 1843 in the Journals of the Legislative Councils of the Provinces of New Brunswick and Prince Edward Island, is dated to 17 August 1842 and addressed to Sir Charles Bagot, first Governor General of the Province of Canada. That version corresponds with the present draft for the first page and a half, and then diverges considerably in its emphasis and content.) The present item is disbound from a collection of parliamentary papers assembled by Sir Frederick Peel (1823-1906), Liberal MP for Leominster, who was Under-Secretary of State for War and the Colonies, 1851-1854; and Under-Secretary of State for the Colonies, 1854-1855. It is 7pp, foolscap 8vo. On two bifoliums. Paginated 29-35 by Peel, who has written 'Trade of British Possessions' at the head of the first page. In good condition, lightly aged. The document is in a secretarial hand, but is signed by Stanley: '/sd/ Stanley' (the '/sd/' was probably for the purpose of the printer, should the document be put into type). At the beginning of a long communication, Stanley explains that 'Her Majesty's Government having undertaken soon after their accession to office the revision of the laws by which the commerce of the United Kingdom is governed, felt it to be their duty to consider with equal care the regulations bearing upon the trade of the Colonies, and having in view the experience which had now been obtained of the legislation promoted by the late Mr Huskisson, and some of his successors in office, and being satisfied with its results, their object has been to give fuller effect to the spirit in which that legislation was conceived. They have applied themselves therefore to remove restrictions upon Colonial industry, to bring the provisions of the Imperial law more and more into accordance with the terms of the Declaratory Act of 1778 [] The Act now sent to you is the fruit of these endeavours and I trust that the Legislative Bodies and the Colonists at large in the West India Colonies will find in it enactments calculated to be essential advantages to their commerce, to be of effectual advantage as consumers of imported goods.' The present draft concludes: 'With a view to give time to the local Legislatures to make any arrangements which shall appear to them to be expedient previously to the commencement of the new Act, its operation is postponed by the 1st. Section, so far as the British Possessions in South America and the West Indies are concerned, to the 5th. April, 1843.' (In the version published in 1843 quoted above, the postponement is made, 'so far as the British Possessions in North America are concerned, to the 5th July, 1843'.) No trace of this piece has been found, either on OCLC WorldCat or elsewhere, and nothing has been discovered regarding the composer Ann Pearce. According to the article which broke the news of Lady Margaret Sackville's affair with Ramsay Macdonald, Daily Telegraph, 2 November 2006, she was 'a poet who mixed with writers such as W B Yeats and Wilfred Scawen Blunt, was a friend of Lady Ottoline Morrell, a leading member of the Bloomsbury Set'.…

Simple and straightforward communications, responding to requests for 'short poems' (she has none by her but encloses 'a Nonsense Story which might do for one of the Christmas Numbers') and 'fairy-tales' (the only ones she has are 'already with a publisher', but she can write 'others on different lines'), enquiring after date of publication, sending a 'specimen story' ('I can write as many more "adventures["] as may be required'), supplying information about previous publication, requesting a contract ('I am getting a little anxious.'), asking after 'Mr. George Allan', requesting the return of a manuscript ('I want it for something.'), stating that she wishes 'to revise the fairy tales before I attempt to do anything further with them', rejecting 'Mr. Matthews' conditions', i.e. the publisher Elkin Mathews, who in 1905 published her 'A hymn to Dionysus and Other Poems' (the only other book by her during the period was 'The Travelling Companions' published in London by Alston Rivers in 1906). On 29 July [1906] she writes from Inchmery: 'Could "The Princess and the Shepherd" be included in the book of fairy tales? It might take the place of "The Goblin and the Rabbit Hutch?"'.…
