Zustand: New. The 2022-2023 biennium was very prodigal in legal reforms that fully affected the recruitment and management of university public employment, both research and teaching and research (Law 17/2022, 5 September, amending the Law on Science; Organic Law 2/2023, 22 March, on the University System ?and its implementing regulations?; DA 52. ª, reformed by RDL 2/2023 of 16 March ?amended by RDL 8/2023, 27 December? on the management of the Social Security framework for students on non-work placements). Its implementation has not been at all easy, as the research, personnel and legal services of universities (especially state universities) are encountering numerous application problems. These problems, far from finding uniform answers, are met with disparate decisions, with a proliferation of interpretative criteria from consultative bodies which do not offer sufficient certainty. More recently, rulings such as the STJUE 22 February 2024, in relation to the stabilisation processes promoted by Law 20/2021, of 28 December, in which public universities also participate, raise important questions for university management. Or like the STS, 4th, 476/2024, of 6 March (affirming equal pay for post-doctoral research staff). This work aims to tackle, in a comprehensive and systematic way, each one of these problems, offering answers based on law and on the innovative practical experiences of different state universities throughout Spain.
