"The Works Council" provides a comprehensive analysis of the German Works Council Act of 1920 and its implementation within the industrial landscape of the Weimar Republic. Written by the distinguished economist C. W. Guillebaud, this study explores the transition toward industrial democracy and the evolving relationship between capital and labor in post-war Germany. The work details the legal framework that empowered workers to participate in factory management and the practical challenges faced by these councils in balancing social welfare with economic efficiency.

Guillebaud examines the dual role of the works councils-both as instruments for representing employees' interests and as bodies intended to foster cooperation within the enterprise. By investigating the historical and political context that gave rise to this landmark legislation, "The Works Council" offers valuable insights into the development of labor rights and the complexities of collective bargaining. This volume serves as an essential resource for those interested in economic history, industrial relations, and the sociopolitical dynamics of early twentieth-century Europe. Through meticulous observation and academic rigor, the author captures a pivotal moment in the history of labor organization.
