More than ten years since the General Assembly adopted the World Programme of Action for Youth it is clear that opportunities for young people have expanded worldwide. However, major constraints eprsist. Youth around the world are presented with challenges and opportunities that are similar in many respects. However the implications differ from one geographical and economic area to another. This edition of the World Youth report acknowledges these differences and adopts a regional approach. It is argued that to benefit from young people's capabilities societies must ensure that opportunities for youth to be engaged in development processes are nurtured and protected. Failure to do so can lead to the exclusion and marginalization of youth while depriving societies of their energy, dynamism and innovativeness
