The book looks at the bases of funding and public expenditure control in the light of changes that took place during the 1980s, and at the alternatives posed for the 1990s. New chapters examine the theoretical basis for state funding of welfare services, for the privatization of provision and for quasi markets within the public sector. While the book mainly focuses on the UK, some comparative material on spending patterns and the means of finance in other countries is included to illustrate the British experience.
