While it is tempting to quantify and compare the amount of tissue removed from either gender, no ethical justification can be made for removing any amount of flesh from the body of another person. The violation of human rights implicit in sexual mutilation is identical for any gender. The violation occurs with the first cut into another person 's body. Although mutilation is a strong term, it precisely and accurately describes a condi tion denoting 'any disfigurement or injury by removal or destruction of any conspicuous or essential part of the body. ' While such terms as 'circumcision' and 'genital cutting' are less threatening to our sensitivities, they ultimately do a disservice by masking the fact of what is actually being done to babies and children. Although the courageous example of the survivors of sexual mutilation indicates that humans can certainly live and even re produce without all of their external sexualorgans, this biological phenomenon does not, however, justify subjecting a person to sexual mutilation. This positive ex ante assessment will have been confirmed ex post as part of the explanation for post war stabilization (Burns [1960], de Long and Summers [1986], Moore and Zarnovitz [1986]). However, it becomes disputed in both its positive and normative aspects. Many institutional changes since the eighties point at curbing back the transfer mechanisms underlying automatic stabilizers, and legal restraints on deficits such as the US balanced budget amendment or the European Maastricht criteria would involve serious risks for the future of stabilizers. Under such rules 'the government would become, almost inevitally, a destabilizer rather than a stabilizer' said Joseph Stiglitz, quoted by the New York Times (April 1995)). 'Built-in stabilizers are automatic fiscal adjustments that reduce the national income multiplier and thus cushion the effects of changes in autonomous spend ing on the level of income' (Pechman [1987]). Neuware - This book represents the compilation of papers presented at the second Atomic Force Microscopy/Scanning Tunneling Microscopy (AFM/STM) Symposium, held June 7 to 9, 1994, in Natick, Massachusetts, at Natick Research, Development and Engineering Center, now part ofU.S. Army Soldier Systems Command. As with the 1993 symposium, the 1994 symposium provided a forum where scientists with a common interest in AFM, STM, and other probe microscopies could interact with one another, exchange ideas and explore the possibilities for future collaborations and working relationships. In addition to the scheduled talks and poster sessions, there was an equipment exhibit featuring the newest state-of-the-art AFM/STM microscopes, other probe microscopes, imaging hardware and software, as well as the latest microscope-related and sample preparation accessories. These were all very favorably received by the meeting's attendees. Following opening remarks by Natick's Commander, Colonel Morris E. Price, Jr., and the Technical Director, Dr. Robert W. Lewis, the symposium began with the Keynote Address given by Dr. Michael F. Crommie from Boston University. The agenda was divided into four major sessions. The papers (and posters) presented at the symposium represented a broad spectrum of topics in atomic force microscopy, scanning tunneling microscopy, and other probe microscopies.

Neuware - It is, indeed, widely acceptable today that nowhere is it more important to focus on the improvement of software quality than in the case of systems with requirements in the areas of safety and reliability - especially for distributed, real-time and embedded systems. Thus, much research work is under progress in these fields, since software process improvement impinges directly on achieved levels of quality, and many application experiments aim to show quantitative results demonstrating the efficacy of particular approaches. Requirements for safety and reliability - like other so-called non-functional requirements for computer-based systems - are often stated in imprecise and ambiguous terms, or not at all. Specifications focus on functional and technical aspects, with issues like safety covered only implicitly, or not addressed directly because they are felt to be obvious; unfortunately what is obvious to an end user or system user is progressively less so to others, to the extend that a software developer may not even be aware that safety is an issue. Therefore, there is a growing evidence for encouraging greater understanding of safety and reliability requirements issues, right across the spectrum from end user to software developer; not just in traditional safety-critical areas (e.g. nuclear, aerospace) but also acknowledging the need for such things as heart pacemakers and other medical and robotic systems to be highly dependable.

'High Performance' is one of those terms. High Performance can be viewed as synonymous to High Speed or Low Latency or a number of other characteristics. The interesting thing is that such ambiguity can sometimes be useful in a world where focus shifts quite easily from one issue to another as times and needs evolve. Many things have changed since the first HPN conference held in Aachen, Germany in 1987. The focus then was mainly on Media Access Control (MAC) protocols that allow users to share the high bandwidth of optical fiber. FDDI (Fiber Distributed Data Interface) was making its debut with its amazing 100 Mbps speed. ATM (Asynchronous Transfer Mode) and SONET (the Synchronous Optical Network) were beginning to capture our imagination. What could users possibly do with such 'high performance' Share it! After realizing that the real problems had gradually shifted away from the network media to the periphery of the network, focus also began to shift. Adapter design, protocol implementation, and communication systems architecture began to attract our interest. Networking -not Networks-became the hot issue.

Integration of the world continues, widening and intensifying international linkages in economic, political and social relations. Liberalization of trade and fmance, lubricated by revolutionary changes in information technology, has resulted in significant economic growth at the global level. On the other hand, the process of globalization is changing the nature of production relations, threatening the traditional roles of the nation-state, and carrying with it far-reaching implications for sustainable growth, development and the environment. Although both developed and developing countries are actively participating in this saga of globalization, nearly ninety countries, as the United Nations' Human Development Report, 1996 indicates, are worse off economically than they were ten years ago, leading to 'global polarization' between haves and have nots. The report further indicates that the gap between the per capita incomes of the industrialized world and the developing countries, far from narrowing, has more than tripled during the last thirty years. Further, a majority of the countries benefitting from this globalization drive have seen a rise in inequality and poverty. This failure of market driven globalization to reward the benefits equitably led the United Nations to proclaim 1996 as the International Year for the Eradication of Poverty (IYEP) and the decade of 1997-2006 as the international decade for the eradication of poverty, and to promote 'people-centered sustainable development'.

This volume records the proceedings of the Fifth International Con gress on PAF and Related Lipid Mediators, held at the Free University Medical Hospital Ben jamin Franklin in Berlin, from September 12-16, 1995. Each world made clear the need for end-to-end management and, therefore, each one stepped into the oth er's field. We feel that there is no winner but a mutual enrichment. The time is ripe for integra tion and it is likely that the next Conference will bear its fruit.
