The static nature of stuck-at fault testing when compared to the extremely dynamic nature of integrated circuit (IC) technology has caused m…any to question whether or not stuck-at fault based testing is still viable. Attempts at answering this question have not been wholly satisfying due to a lack of true quantification, statistical significance, and/or high computational expense. In this monograph we introduce a methodology to address the ques tion in a manner which circumvents the drawbacks of previous approaches. The method is based on symbolic Boolean functional analyses using Or dered Binary Decision Diagrams (OBDDs). OBDDs have been conjectured to be an attractive representation form for Boolean functions, although cases ex ist for which their complexity is guaranteed to grow exponentially with input cardinality. Classes of Boolean functions which exploit the efficiencies inherent in OBDDs to a very great extent are examined in Chapter 7. Exact equa tions giving their OBDD sizes are derived, whereas until very recently only size bounds have been available. These size equations suggest that straight forward applications of OBDDs to design and test related problems may not prove as fruitful as was once thought.

The work was begun with the idea of systematizing the various solutions to the false path problem that had been proposed in the literature, with a view to determining the computational expense of each versus…the gain in accuracy. However, it became clear that some of the proposed approaches in the literature were wrong in that they under estimated the critical delay of some circuits under reasonable conditions. Further, some other approaches were vague and so of questionable accu racy. The focus of the research therefore shifted to establishing a theory (the viability theory) and algorithms which could be guaranteed correct, and then using this theory to justify (or not) existing approaches. Our quest was successful enough to justify presenting the full details in a book. After it was discovered that some existing approaches were wrong, it became apparent that the root of the difficulties lay in the attempts to balance computational efficiency and accuracy by separating the tempo ral and logical (or functional) behaviour of combinational circuits. This separation is the fruit of several unstated assumptions; first, that one can ignore the logical relationships of wires in a network when considering timing behaviour, and, second, that one can ignore timing considerations when attempting to discover the values of wires in a circuit.

We attempt to take advantage of these advancements in computational economics to address the issue of global warming and economic development. The use of computer simulation models has enhanced the understanding of some of the underlying issues in the global warming literature which would have been impossible without these models. However, to date, the global warming issue has been addressed in a partial equilibrium framework. In other words, the climate scientists tend to specify economic variables as exogenous variables in their global warming models while the economists do the same by specifying the climate variables as exogenous variables in their global warming models. Both approaches ignore important feedback relationships which will be triggered when either economic or climate variables are perturbed. The ideal model structure would be one in which both systems are incorporated within one framework with emphasis on the long run effects of greenhouse gas curbing policies and the corresponding effect on the economic growth potential of the economies.

This NMP is based on the book Concern for Tomorrow. a national environmental survey by RIVM (the National Institute of Public Health and Environmental Protection). A major conclusion of the R…IVM study was that emissions of many pollutants had to be cut by 70 - 90 % in order to reach environmental quality goals. The government accepted the RIVM analysis and consequently ClUTent Dutch environmental policy aims at large reduction of pollutants. Another conclusion of the RIVM study was that such high reduction goals would not be easy to achieve by technological means alone, and that thus structural changes would be required. These changes could eventually lead to sustainable development, which now forms the major focus of Dutch government national environmental policy. This being so, the Dutch government requested that RIVM in subsequent issues of Concern for Tomorrow should investigate the options for sustainable development.

'There was ample time for discussion after each talk. as well as a summary discussion at the end of the meeting. The major themes of the meeting are described below. The meeting included several talks relating to the different growth techniques used in heteroepitaxial growth of semiconductors. Horikoshi discussed the atomistic processes involved in MBE, MEE and MOCVD, presenting results of experimental RHEED and photoluminescence measurements; Foxon compared the merits of MBE, MOCVD, and eBE growth; Molder described RHEED studies of Si/Ge growth by GSMBE, and Pashley discussed the role of surface reconstructions in MBE growth as seen from STM studies on GaAs. On the theoretical side, Vvedensky described several different methods to model growth: molecular dynamics, Monte Carlo techniques, and analytic modeling.

Continuous-time macroeconometric models for different countries have been constructed, estimated and used. Being myself involved in these developments, it was with great pleasure that I accepted the invitation to organize a session on continuous-time econometrics in the context of the International Symposium on Economic Modelling (jointly organized by the University of Urbino and the book series International Studies in Economic Modelling, and co-sponsored by the Consiglio Nazionale delle Ricerche). The reaction of 'continuists' from all over the world was so enthusiastic that I was able to arrange two sessions, one on the theory and the other on the applications. The symposium was held in Urbino on 23-25 July 1990. The papers presented in Urbino have been revised in the light of the discussion at the symposium and the referees' comments. Hence, what is published here should become another standard reference in the field of continuous-time econometrics.
