Data obtained in the northern Negev desert in Israel serve as a starting point. On the basis of these data crop and sheep husbandry systems were design…ed and integrated into agro-pastoral systems in which small-grain crops act as a buffer for feed production. These systems served as a basis for rational planning of regional agricultural development under alternative development objectives. In analysing the possibilities a three-step approach was developed: first the feasibility and robustness of selected innovative techniques at the farm level were investigated in relation to variability in weather and prices, then a matrix of production techniques for a region was formulated in terms of their physical inputs and outputs, and finally this matrix was embedded into a dynamic multiple-goal linear programming model. In comparing the results for different goals, the consequences for goal achievement and desired production techniques can be made explicit, and in this way the book can be a guide for actual development planning in semiarid regions.

Identifying what we know inevitably reveals what we do not know about such fluctuations as well. From the vanta…ge point of where the conference's participants view our current understanding to be, these proceedings can be seen as suggesting an agenda for further research. The conference was divided into five sections. It began with the formu lation of an empirical definition of the 'business cycle' and a recitation of the stylized facts that must be explained by any theory that purports to capture the business cycle's essence. After outlining the historical develop ment and key features of the current 'theories' of business cycles, the conference evaluated these theories on the basis of their ability to explain the facts. Included in this evaluation was a discussion of whether (and how) the competing theories could be distinguished empirically. The conference then examined the implications for policy of what is known and not known about business cycles. A panel discussion closed the conference, high lighting important unresolved theoretical and empirical issues that should be taken up in future business cycle research. What Is a Business Cycle Before gaining a genuine understanding of business cycles, economists must agree and be clear about what they mean when they refer to the cycle.

There are two major sources of uncertainties: The atomic and molecular data and the solar irradiance. The cross sections and branching ratios used in this analysis come from…many different sources; many of them without any error indications. For this reason, we must confine ourselves to a qualitative indication of the reliability of the results. Specifically we give a quality scale in Table II for the data of each mother molecule; A indicating the highest quality of atomic and molecular data and F the lowest quality. The letter B typically means that the threshold is uncertain. For most molecules the cross section at threshold is very small and the rate coefficient for these molecules is therefore not influenced by this uncertainty. For atomic species the cross section is usually large near threshold, but for these species the threshold is known quite accurately. The letter B, therefore, indicates that the rate coefficient is most likely quite accurate, but the excess energy is less accurately known. The letter C usually means that the branching ratios are not well known. This means that the total rate coefficient is very good, but the rate coefficients and the excess energies for the individual branches are less accurate.

Such tools also enable designers to perform trade-off analyses of different logic implementations and to make well-informed design decisions.

Even more important, the decision to consider Muller together with Fisher, Haldane and Wright is also not original. Crow (1984) has already done so, arguing persua sively that Muller was 'keenly interested in evolution and made sub stantial contributions to the development of the neo-Darwinian view. ' Crow's reasons for considering these four figures together and the reasons discussed above are complementary. This book continues a historiographical choice he initiated; others will have to judge whether it is appropriate. The foregoing considerations were intended to show why Fisher, Haldane, Muller and Wright should be considered together in the history of theoretical evolutionary genetics. I By a welcome stroke of luck, from the point of view of the Editor, all four of these figures were born almost together, between 1889 and 1892, and almost exactly a century ago. It therefore seemed appropriate to use their birth cente naries to consider their work together. A conference was held at Boston University, on March 6, 1990, under the auspices of the Boston Center for the Philosophy and History of Science, to discuss their work. This book has emerged mainly from that conference.

Thus the package, which interconnects all the chips to form a particular function such as a central processor, is likely to set the limits on how far computers can evolve. Multichip packaging, which can relax these limits and also improve the reliability and cost at the systems level, is expected to be the basis of all advanced computers in the future. In addition, since this technology allows chips to be spaced more closely, in less space and with less weight, it has the added advantage of being useful in portable consumer electronics as well as in medical, aerospace, automotive and telecommunications products. The multichip technologies with which these applications can be addressed are many. They range from ceramics to polymer-metal thin films to printed wiring boards for interconnections; flip chip, TAB or wire bond for chip-to-substrate connections; and air or water cooling for the removal of heat.
