The essays should be of particular interest to social and natural scientists concerned with forecasting large-scale systems. This project had its origins in discussions of social forecasts and forecasting method ologies initiated a few years ago by several social and natural science members of the Social Science Research Council's Committee on Social Indicators. It became appar ent in these discussions that certain similar problems were confronted in forecasting large-scale systems-be they social or natural. In response, the Committee hypothesized that much could be learned through more extended and systematic interchanges among social and natural scientists focusing on the formal methodologies applied in forecasting. To put this conjecture to the test, the Committee sponsored a conference at the National Center for Atmospheric Research in Boulder, Colorado, on June 10-13, 1984, on forecasting in the social and natural sciences. The well known properties of silicon can now be extended and properly used in mixed structures for areas such as opto-electronics, high-speed devices. With their keen navigational interest in the skies, they noted the continuous presence of two cloud-like features, not far from the almost immediately Southern Pole. The first literature mention of these 'clouds' was in the journal written in 1520 by the Italian navigator Pigafetta on the first circumnavigation of the globe by Magalhaes (c/. Pigafetta et ai. , 1962). In honour of this exploit, the objects have since become known as the Magellanic Clouds, although the Dutch name 'Kaapsche Wolken' (Cape Clouds - after the Cape of Good Hope) has also been in use for centuries. The Large and Small Magellanic Clouds are dwarf irregular galaxies, orbiting our own Milky Way Galaxy, presently at distances of 53 and 63 kpc respectively (Humphreys, 1984) . . They are the galaxies nearest to us: most other Local Group galaxies are of order ten times more distant. The LMC and SMC are also the prototypical blue dwarf irregulars, representatives of a class of objects in which several hundred more distant objects are now known. Their masses are a few per cent of the mass of the Milky Way Galaxy, but they are relatively gas-rich and appear to be, at the present epoch, forming stars at a more prodiguous rate than our Galaxy (c/. Neuware - Following the development of gray-scale imaging, real-time scanning, Doppler examination, and high-frequency sonography, endosonography is one of the latest major breakthroughs in the history of diagnostic ultrasound. Although early attempts at inserting ultrasound transducers in natural cavities of the body can be traced back more than two decades, only in the past few years has technology allowed the development and commercialization of effective, easy-to-use endosono scopic probes. Because the transducer can be placed in direct contact with or close to lesions, high frequencies (up to ~2 MHz) can be used, yielding cross-sectional images of unsurpassed resolution. The availability of specially designed intracorporeal probes for specific natural cavities that are routinely explored by conventional (optical) endoscopy or palpation has significantly expanded the diagnostic applications of sonography. Transrectal and transvaginal examinations are now performed routinely in many institutions, and virtually all sonographic equipment manufac turers have in their line of products at least one endorectal and one endovaginal transducer. Most endosonoscopic probes connect to existing scanners, and for radiology departments, the invest ment for transrectal or transvaginal scanning will usually be limited to the purchase of the specific probe. In this book, clinical applications of endosonography (excluding transesophageal echocardio graphy) are covered by European and North American experts. This approach rarely proved fruitful when attempting to effect tautomeric rearrangements of organic and organometallic groups formed by the elements to the right of carbon in the Periodic Table. By contrast, a novel approach involving an analysis of the steric requirements inherent in the structure of the transition state of a reactive center and an examination of the stereodynamic possibilities has given rise to a target-oriented molecular design of compounds capable of rapid and reversible intramolecular migration of the type indicated. The implementation of this ap proach, which is the subject of the present book, has already led to the preparation of new tautomeric compounds in which such heavy organic migrants as acyl, aryl, sulfinyl, phosphoryl, arsinyl, and other groups migrate in molecules at a frequency 6 9 of 10 -10 S-I at ambient temperature, i. e. , at the rates comparable with protonic migrations.

To combine ¿neoliberal¿ and ¿planning¿ in one phrase then seems awkward at best, and an outright oxymoron at worst. To admit to the very existence or epistemological possibility of ¿neoliberal planning¿ may appear to be a total surrender of state planning to market superiority, or in other words, the simple acceptance that the management of buildings, transport infrastructure, parks, conservation areas etc. beyond the profit principle has reached its limits in the 21st century. Planning in this case would be reduced to a mere facilitator of ¿market forces¿ in the city, be it gentle or authoritarian. Yet in spite of these contradictions and outright impossibilities, planners operate within, contribute to, resist or temper an increasingly neoliberal mode of producing spaces and places, or the revival of profit-driven changes in land use. It is this contradiction between the serving of private profit-seeking interests while actually seeking the public betterment of cities that this volume has sought to describe, explore, analyze and make sense of through a set of case studies covering a wide range of planning issues in various countries. Although Lorentz is not remembered by most as a fluid dynamicist - indeed, his fame rests primarily on his contributions to the theory of electrons, electrodynamics and early developments in relativity - his fluid-mechanics paper of 1896 contains many ideas which have remained important in fluid mechanics to this very day. In that short paper he put forward his reciprocal theorem (an integral-equation formulation which is used extensively nowadays in boundary-element calculations) and his reflection theorem. Furthermore, he must be credited with the invention of the stokeslet. The contributors to this book have all made their mark in slow viscous flow. Each of these authors highlights further developments of one of Lorentz's ideas. There are applications in sintering, micropolar fluids, bubbles, locomotion of microorganisms, non-Newtonian fluids, drag calculations, etc. Other contributions are of a more theoretical nature, such as the flow due to an array of stokeslets, the interaction between a drop and a particle, the interaction of a particle and a vortex, the reflection theorem for other geometries, a disk moving along a wall and a higher-order investigation. Lorentz's paper of 1896 is also included in an English translation. An introductory paper puts Lorentz's work in fluid mechanics in a wider perspective. There have been several meetings in the area of CVs recently (e. g. Eilat, Abano-Padova, Capetown). However as preparations for the Keele meeting progressed we realized that, while there had been a number of IAU meetings devoted to related and to peripheral topics (such as IAU Colloquium 122 on Classical Novae in 1989, IAU Colloquium 129 on Accretion Disks in 1990), there had been no IAU-sponsored conferences in the area of cataclysmi/: variables (CVs) for a number of years. We felt therefore that the time was ripe to have an IAU meeting de voted to an overview of CVs and related objects and the SOC organized the conference such that there was an emphasis on invited reviews of the most recent advances in the field. The conference covered both CVs and LMXBs and the inter-relations between them. The meeting was held at a time when powerful satellite observatories, and rapid improvements in ground based instrumentation, had led to many advances in both CV and LMXB research. The conference provided a forum to review observations from ASCA, EUVE, ROSAT, Ginga and the recently-refurbished HST. Neuware -Because of the magnificent response to the call for papers for the 7th International Biodeterioration Symposium held at Cambridge, UK, some difficulties have been experienced in the editing of these proceedings. The numbers of papers submitted exceeded expectation and because of this it has been necessary to accommodate those not actually in the proceedings into the International Biodeterioration journal. A small number of papers were not suitable for publication and were therefore eliminated. Many authors disregarded the guidelines laid down for the length of submitted papers. However, every attempt has been made to accommodate the maximum number of contributions in the proceedings. The original selection included those which most nearly conformed to the length requirement. Even so this has meant, in many cases, cutting down the text, eliminating tables and/or illustrations and pruning the reference list. When references have been trimmed a note has been included to the effect that an extended list may be obtained from the author/senior author. Where it was not possible to carry out these procedures without seriously altering the text and the import of the paper they have been included amongst those to be published in the journal International Biodeterioration. The exceptions to the procedures outlined above are the invited review papers which have been presented in full. N. meningitidis has become an important model organism to study the epide miology of potentially epidemic bacterial diseases and against which new type of vaccines are being developed such as outer membrane protein vaccines.
