Over the past decades, the geological ~tudy of ophio lites has provided a wealth of insight into lithospheric processes and has proved to be an indispensible prerequisite to interpreting geophysical and other investigations of the crust underlying recent oceans. The Oman Ophiol ite offers the most complete and structurally undisturbed sections of the oceanic crust in vast, clean exposures. It is, therefore, most fortunate for the scientific community that Mhd. Kassim, Director General of Minerals and Dr. Hilal Al Azri, Director of the Geological Survey, took upon themselves the task of organizing in Oman an international meeting on ophiolites. Having planned for an attendance of only 100 to 150 persons, the logistics of the organizing committee were put to a severe test by th~ 300 participants who eventually arrived from 27 countries. This area of research now involves scientists and engineers who work in materials science, applied mathematics and mechanics, and also computer scientists. The present volume, which contains the Proceedings of the Joint FEFG/lCF International Conference on Fracture of Engineering Materials and Structures held in Singapore from the 6th to 8th of August 1991, is a testimony of this multidisciplinary nature. This International Conference was the Second Symposium of the Far East Fracture Group (FEFG) and thus provided a unique opportunity for researchers and engineers in the Far East region to exchange and acquire knowledge of new advances and applications in fracture. The Conference was also the Inter-Quadrennial International Conference on Fracture (ICF) for 1991 and thus appealed to researchers in the international arena who wished to take advantage of this meeting to present their findings. C. to state capitals to local govern ments, proposals abound to increase the cigarette excise tax, to impose smoking bans, to prevent cigarette advertising, to restrict the sale of cigarettes through vending machines, to cut off the export of cigarettes, to earmark the cigarette excise tax for health programs, to divest the stock of cigarette companies, and so on. And all of these are purportedly being advocated in the name of health. Undergirding and abetting the health argument is an economic argument that claims to place a value of up to $100 billion per year on the alleged health costs of smoking to the American economy, which is more than $3 per pack of cigarettes smoked. As our title suggests, our interest lies in the economics of smoking and not in the health issues surrounding smoking. We are professional economists and not medical scientists. We will focus on what, if any, economic consequences arise for nonsmokers when smokers smoke. For purposes of our discussion, we simply accept the premise that smoking damages health and proceed with our analysis. Since we have not studied the issue ourselves, we have no way of knowing whether such a premise is true. But it really does not matter for getting the economics of smoking right. PRELIMINARY REMARKS Initial drafts of the papers in this collection were presented in a con ference entitled 'Views on Phrase Structure', held at the University of Florida, Gainesville, in March, 1989. Eleven of the twenty-three partici pants in the conference were able to contribute to this volume. The purpose of the conference was to explore theories of phrase structure in their relation to other subsystems of grammar and/or systems of nonlinguistic knowledge. Some of the grammatical subsystems which the authors consider are theta-theory, movement, Case, and binding; a number of papers address how the conceptual system and/or aspects of language use may interact. Unifying the various approaches and perspectives is an attempt to furnish hypotheses concerning prin ciples of phrase structure with some sort of independent justification. 1. PHRASE STRUCTURE THEORY: A BRIEF HISTORY A basic outline for a theory of phrase structure theory is accepted by all of the authors here; it is known as 'X-bar theory'. The concepts of X-bar theory are expressed in some form by a number of pre-generative linguists. For example, Bloomfield (1933) contrasted endocentric struc tures such as noun phrases and verb phrases with those he considered exocentric, e. g. prepositional phrases and clauses. 'Frostbite', 'a nip in the air', 'biting cold', all express the concept of cold as an entity which attacks the body, numbing and damaging it in the process. Probably the richness of descriptive English in this area stems from the early experiences of a group of essentially tropical apes, making their living on a cold and windswept island group half way between the Equator and the Arctic. During a scientific education we soon learn that there is no such thing as cold, only an absence of heat. Cold does not invade us; heat simply deserts. Later still we come to appreciate that temperature is a reflection of kinetic energy, and that the quantity of kinetic energy in a system is determined by the speed of molecular movement. Despite this realization, it is difficult to abandon the sensible prejudices of palaeolithic Homo sapiens shivering in his huts and caves. For example; appreciating that a polar bear is probably as comfortable when swimming from ice floe to ice floe as we are when swimming in the summer Mediterranean is not easy; understanding the thermal sensa tions of a 'cold-blooded' earthworm virtually impossible. The last special topic review was presented by Drs W.G. Knauss and AJ. Rosakis as Guest Editors in four issues, January-April 1990, under the general title of Non Linear Fracture. It contained sections on damage mechanisms, interfaces and creep, time depen dence, and continuum plasticity insofar as they affect the mechanisms of the fracture process. Continuing this policy, which is consistent with our stated objectives, the two September issues deal with the behavior of concrete and cementious materials during fracture initiation and propagation. Neuware -The main idea of the present study is to demonstrate that the qualitative theory of diffe rential equations, when applied to problems in fluid-and gasdynamics, will contribute to the understanding of qualitative aspects of fluid flows, in particular those concerned with geometrical properties of flow fields such as shape and stability of its streamline patterns. It is obvious that insight into the qualitative structure of flow fields is of great importance and appears as an ultimate aim of flow research. Qualitative insight fashions our know ledge and serves as a good guide for further quantitative investigations. Moreover, quali tative information can become very useful, especially when it is applied in close corres pondence with numerical methods, in order to interpret and value numerical results. A qualitative analysis may be crucial for the investigation of the flow in the neighbourhood of singularities where a numerical method is not reliable anymore due to discretisation er rors being unacceptable. Up till now, familiar research methods -frequently based on rigorous analyses, careful nu merical procedures and sophisticated experimental techniques -have increased considera bly our qualitative knowledge of flows, albeit that the information is often obtained indirectly by a process of a careful but cumbersome examination of quantitative data. In the past decade, new methods are under development that yield the qualitative infor mation more directly. Doing semantics and following the literature requires considerable technical sophistica tion and acquaintance with quite advanced mathematical techniques and structures. But semantics isn't mathematics. These techniques and structures are tools that help us build semantic theories. Our real aim is to understand semantic phenomena and we need the technique to make our understanding of these phenomena precise. The problems in semantics are most often too hard and slippery, to completely trust our informal understanding of them. This should not be taken as an attack on informal reasoning in semantics. On the contrary, in my view, very often the essential insight in a diagnosis of what is going on in a certain semantic phenomenon takes place at the informal level. It is very easy, however, to be misled into thinking that a certain informal insight provides a satisfying analysis of a certain problem; it will often turn out that there is a fundamental unclarity about what the informal insight actually is. In 1984, the Center for Ethics, Medicine, and Public Issues held a conference with the title 'When are Competent Patients Incompetent ' with the support of the Texas Committee for the Humanities, a state-based program of the National Endowment for the Humanities. Assistance was provided by both Baylor College of Medicine and the Institute of Religion. This conference evoked a con siderable interest in examining further the moral status of competency determinations in the clinical setting. What happened to the classifications of the sciences between the time of the medieval Studium and that of the French Encyclopedie is a complex and highly abstract question; but posing it is an effective way of mapping and evaluating long term intellectual changes, especially those arising from the impact of humanist scholarship, the new science of the seventeenth century, and attempts to evaluate, to apply, to reconcile, and to institutionalize these rival and interacting traditions. Yet such patterns and transformations cannot be well understood from the heights of the general history of ideas. Otte, Perspectives on Mathematics Education, Reidel, Dordrecht, 1986). Underlying all of them was the fundamental problem area of the relationships between mathematical knowledge and the teaching and learning processes. The subsequent project BACOMET 2, whose outcomes are presented in this book, continued this work, especially by focusing on the genesis of mathematical knowledge in the classroom. The book developed over the period 1985-9 through several meetings, much discussion and considerable writing and redrafting. Our major concern was to try to analyse what we considered to be the most significant aspects of the relationships in order to enable mathematics educators to be better able to handle the kinds of complex issues facing all mathematics educators as we approach the end of the twentieth century. Baum's Wizard of Oz presented opportunities for growth, and herein lies the purpose of this volume: in providing updated statements concerning the nature of the organism from both scientific and metaphysical perspectives, we might ponder the philo sophical basis of our research in the hope of gaining insight into our endeavor, not to mention the possibility of its enrichment; it is this contem plative view of our research which offers a unique dimension to this anthology. This contribution is excessively high in the area of robotic and manufacturing systems. The purpose of this book is exactly to fill in this gap through the collection and presentation of the experience of a number of experts and professionals working in different academic and industrial environments. Part 1 involves the first four chapters and deals with the utilization of microprocessors and digital signal processors ( DSPs ) for the computation of robot dynamics. The emphasis here is on parallel computation with particular problems attacked being task granularity, task allocation/scheduling and communication issues. Chapter I, by Zheng and Hemami, is concerned with the real-time multiprocessor computation of torques in robot control systems via the Newton-Euler equations. This reduces substantially the height of the evaluation tree which leads to more effective parallel processing. Even those who were in no way Marxists, and those who were undogmatic in their Marxisms, now confront a new world. All the more harsh is it for those who worked within the framework imposed upon professional philosophy by the official ideology. Here in this book, we are concerned with some 31 colleagues from the late German Democratic Republic, representative in their scholarship of the achievements of a curiously creative while dismayingly repressive period. The literature published in the GDR was blossoming, certainly in the final decade, but it developed within a totalitarian regime where personal careers either advanced or faltered through the private protection or denunciation of mentors. We will never know how many good minds did not enter the field of philosophy in the first place due to their prudent judgments that there was a virtual requirement that the candidate join the Socialist Unity (i.e. Communist) Party. Throughout the world, school mathematical curricula have incorporated probability and statistics as new topics. There have been many research papers written on specifIc aspects of teaching, presenting novel and unusual approaches to introducing ideas in the classroom; however, there has been no book giving an overview. Here we have decided to focus on probability, making reference to inferential statistics where appropriate; we have deliberately avoided descriptive statistics as it is a separate area and would have made ideas less coherent and the book excessively long. A general lead has been taken from the fIrst book in this series written by the man who, probably more than everyone else, has established mathematical education as an aca demic discipline. However, in his exposition of didactical phenomenology, Freudenthal does not analyze probability. Thus, in this book, we show how probability is able to organize the world of chance and idealized chance phenomena based on its development and applications. Our main objective in compiling this volume was to achieve a wider dissemination of key papers in this literature. Their significance is highlighted in the introduction, which surveys major areas in insurance economics. While it was not possible to provide comprehensive coverage of insurance economics in this book, these readings provide an essential foundation to those who desire to conduct research and teach in the field. In particular, we hope that this compilation and our introduction will be useful to graduate students and to researchers in economics, finance, and insurance. Our criteria for selecting articles included significance, representativeness, pedagogical value, and our desire to include theoretical and empirical work. While the focus of the applied papers is on property-liability insurance, they illustrate issues, concepts, and methods that are applicable in many areas of insurance. The S. S.
