Old patterns of population redistribution, industrial location, labor-force participation, household formation, and fertility are changing. The resulting uncertainty has increased interest in forecasting because mere extrapolations of past trends are proving inadequate. In the United States of America popUlation forecasts received even more attention after federal agencies began distributing funds for capital infrastructure to state and local governments on the basis of projected future populations. If the national government had based those funding decisions on locally prepared projections, the optimism of local officials would have resulted in billions of dollars worth of excess capacity in sewage treatment plants alone. Cabinet-level inquiries concluded that the U. S. Department of Commerce should (1) assume the responsibility for developing a single set of projections for use whenever future population was a consideration in federal spending decisions and (2) develop methods which incorporate both economic and demographic factors causing population change. Neither the projections prepared by economists at the Bureau of Economic Analysis nor those prepared by demographers at the Bureau of the Census were considered satisfactory because neither method adequately recognized the intertwined nature of demographic and economic change. But it does not purport to be about the notion of justification or the notion of rationality. For the assumption that there is just one notion of justification, or just one notion of rationality, is, as the book explains, very misleading. Justification and rationality come in various kinds. And to that extent, at least, we should recognize a variety of notions of justification and rationality. This, at any rate, is one of the morals of Chapter VI. This book, in Chapters I-V, is mainly concerned with the kind of justification and rationality characteristic of a truth-seeker, specifically a seeker of truth about the world impinging upon the senses: the so-called empirical world. Hence the book's title. But since the prominent contemporary approaches to empirical justification are many and varied, so also are the epistemological issues taken up in the following chapters. For instance, there will be questions about so-called coherence and its role, if any, in empirical justification. And there will be questions about social consensus (whatever it is) and its significance, or the lack thereof, to empirical justification. There is a need for critical editions and accurate translations of his works, for his philosophical voice speaks directly across the ages to problems of concern to analytic philosophers today. But his idiom is unfamiliar, so editions and trans lations alone will not bridge the gap of centuries. I have tried to make Buridan accessible to philosophers and logicians today by the introduc tory essay, in which I survey Buridan's philosophy of logic. Several problems which Buridan touches on only marginally in the works trans lated herein are developed and discussed, citing other works of Buridan; some topics which he treats at length in the translated works, such as the semantic theory of oblique terms, I have touched on lightly or not at all. Such distortions are inevitable, and I hope that the idiosyncracies of my choice of philosophically relevant topics will not blind the reader to other topics of value Buridan considers. My goal in translating has been to produce an accurate renaering of the Latin. Often Buridan will couch a logical rule in terms of the grammatical form of a sentence, and I have endeavored to keep the translation consistent. Some strained phrases result, such as 'A man I know' having a different logic from 'I know a man. ' This awkwardness cannot always be avoided, and I beg the reader's indulgence. This negative view was a principal reason for the lack of agricultural development of most arid and semi arid zones of the world where the major sources of water for biological production are saline. The late Hugo Boyko was probably the first scientist in recent times to challenge this commonly held, pessimistic view of salinity. His research in Israel indicated that many plants can be irrigated with saline water, even at seawater strength, if they are in sandy soil - a technique that could open much barren land to agriculture. This new, even radical, approach to salinity was clearly enunciated in the book he edited and most appropriately entitled 'Salinity and Aridity: New Approaches to Old Problems' (1966). There are many reasons for this interest one of the most important being the availability of many polydiacetylenes as macroscopic, high quality, single crystals. This fact was first reported in the pioneering work of Prof. G. Hegner on the solid-state polymerization of disub stituted diacetylenes in the late 1960s. Since then studies of the polymerization process and the properties of monomers and polymers have advanced understanding of solid-state reactivity and the physiCS of quasi-one-dimensional materials. More recently work on soluble polydiacetylenes, gels and films has been of interest for both academic and technological reasons. Progress in this area has required a combination of research disciplines ranging from synthetic organic chemistry to solid state physics. The interdisciplinary effort required for success ful research in polydiacetylenes was reflected in the mix of chemists, physicists and materials scientists who attended the Workshop. The emerging potential for commercial applications of polydiacetylenes was also evident in the nearly equal partici pation of academic and industrial/government scientists. The WOrkshop was the first major international meeting to focus solely on polydiacetylenes. It provided a forum in which problems of mutual interest could be discussed by scientists with diverse backgrounds and interests.
