Neuware -The present book treats a highly specialized topic, namely effec tivity functions, which are a tool for describing the power structure implicit in social choice situations of various kind. One of the ad vantages of effectivity functions is that they seem to contain exactly the information which is needed in several problems of implementa tion, that is in designing the rules for individual behaviour given that this behaviour at equilibrium should result in a prescribed functional connection between preferences and outcome. We shall be interested in both formal properties of effectiv ity functions and applications of them in social choice theory, and among such applications in particular the implementation problem. This choice of emphasis necessarily means that some other topics are treated only superficially or not at all. We do not attempt to cover all contributions to the field, rather we try to put some of the results together in order to get a reasonably coherent theory about the role of the power structure in cooperative implementation. Chapter 2 examines the principal areas of regulation that affect user costs. For example, reserve requirements, as administered by the Federal Reserve, act as a tax on financial firms so covered. Required reserves earn no return to the financial firm and there is foregone revenue. Deposit insurance increases the user cost of servicing deposits to the banks. Interest rate regulations place limits on interest rates on time de posits, or prohibit payments on demand deposits during part of the period studied. These are derived for the services from all assets or liabilities on a bank balance sheet or appearing on the income statement. The user cost formulation permits goods to be classified as outputs and inputs. Those with a positive user cost, where expenditures per unit exceed revenues per unit, are inputs. The unit for financial goods such as loans or deposits is one dollar per period. Transformational grammar was in its outset (Chomsky 1957, 1975) a derivational theory which characterized a well-formed sentence by its derivation, i.e. a set of syntactic representations defined by a set of rules that map one representation into another. The set of mapping rules, the transformations, eventually became more and more abstract and were trivialized into a single one, namely 'move a' , a general movement-rule. It distinguishes two aspects of current ap proaches to clinical breast cancer prevention. The first is the need to advise individ ual women on how they might reduce their personal risk, while the second is the design of measures aimed at reducing the total incidence of breast cancer in the community. While the former is a problem faced daily by clinicians, the latter is a goal which will involve large scale, carefully planned interventional studies. Because knowledge of the risk factors for breast cancer is incomplete and clinical trial reports are scarce, there is as yet, no scientifically-based model for personal breast cancer prevention. Nevertheless, widespread publicity associated with breast screening programmes has created a large group of highly anxious women who have been informed that they are at higher than average risk to the disease. Among plants sensitive to iron deficiency are apples, avocado, bananas, barley, beans, citrus, cotton, grapes, peanuts, pecans, potatoes, sorghum, soybeans, and numerous ornamental plants. Deficiencies are usually recognized by chlorotic, in new leaves and are typically found among sensitive crops grown in calcareous or yellowed, interveinal areas soils which cover over 30% of the earth's land surface. Iron deficiency may lead, in extreme cases, to complete crop failure. In intensive agriculture on calcareous soils, iron often becomes a major limiting nutrient for optimal crop production, thus, correction of iron deficiency is required. Various chemicals and practices are available. They are, however, costly and do not always result in a complete remedy of the deficiency. Crucial questions relative to the cost-benefit equation such as the recovery rate of plants and the long-term fertilizing effect have not yet been resolved.
