'' Another, an oratio obliqua or indirect speech report, consists in the response 'He said that he wants us to write a paper reconciling . . . '. Both solar and stellar observations have shown the flare phenomenon to be very complex, and in recent years important progress has been made from simultaneous observations over wide wavelength ranges. Some similarities exist between solar and stellar flares, but im portant differences have also been established. Such topics, as well as theoretical aspects, were discussed in detail at the Palo Alto IAU Colloquium No. 104, Solar and Stellar Flares, in 1988. Another approach to the study of stellar flares is through observations of flare stars in physical systems. The possibility of detecting flare stars in star clusters and associations with wide angle telescopes have allowed observations of systems with quite different ages. The classical works of G. Haro and V. A. Ambartsumian demonstrated the evolutionary nature of the flare phenomenon. Flares occur at the earliest stages of dwarf star evolution. The photographic observations of flare stars in systems of different ages turned out to be significant not only for the evolutionary study of flare stars, but also for the study of their physical nature. As in any field of scientific endeavor, research confronts the scientists with anomalies; our chosen area is no exception. The ways in which failure criteria and plasticity theory are combined can differ widely among the researchers; they will never yield quite the same results. Each of the invited contributors has, therefore, been encouraged to express his views and to expound on his personal opinion. The contributors are free of enumeration from the authority and/or consensus of any scientific society or community. What impedes scientific process is the esoteric tradition of accepting ideas and theories by consensus among members of societies and communities. The absence of such a trend is refreshing; the collaboration between the authors from the USSR and the USA had to be one of the contributing factors. Neuware -During the past four decades knowledge about biological effects of ionizing radiations on mammalian cells, normal tissues and tumours has increased enormously and has enabled radiotherapists to obtain a better insight into the advantages and disadvantages of cancer treatments with modified regimens of irradiations and combinations with chemotherapeutic agents. Even for the older scientists and clinicians who have wit nessed all these developments and have contributed to the vast amount of information, it is difficult to integrate this knowledge and to apply it in their daily work. This is perhaps not altogether surprising as many of the complex neurological and physiological processes involved in the generation and execution of a speech utterance remain relatively inaccessible to direct investigation, and must be inferred from careful scrutiny of the output of the system -from details of the movements of the speech organs themselves and the acoustic consequences of such movements. Such investigation of the speech output have received considerable impetus during the last decade from major technological advancements in computer science and biological transducing, making it possible now to obtain large quantities of quantative data on many aspects of speech articulation and acoustics relatively easily. Keeping pace with these advancements in laboratory techniques have been developments in theoretical modelling of the speech production process. There are now a wide variety of different models available, reflecting the different disciplines involved -linguistics, speech science and technology, engineering and acoustics. The time seems ripe to attempt a synthesis of these different models and theories and thus provide a common forum for discussion of the complex problem of speech production.
