Neuware -The persistently increasing scale and complexity of government, of quasi public organizations, and of private organizations pose many problems in the economics of collective choice. Moreover, education as a quasi-public good has drawn ever more heavily on public budgets. Yet economic research into collective behavior with respect to education has been sparse (with the partial exception of recent work on teacher unions). In view of these trends, it was decided that the third conference under the Ford-sponsored UK. jUS. Pro gramme in the Economics of Education should make the high-risk effort of encouraging and bringing together studies relating to collective choice in education, with some emphasis on studies in educational finance. The con ference exploited opportunities for an exchange of ideas between economists in the United Kingdom and in the United States; there were special gains that could come from such an interchange. British and American economists do share a common inheritance that goes back to Benthamite utilitarianism and a common training in neo-classical economic theory even when one or both of these is challenged (which happens, of course, on both sides of the Atlantic). They share also a culture of political democracy despite important dissimilar ities in governmental structures and institutions. Buch. Zustand: Neu. Neuware -Writing this book, I had in my mind areader trying to get some knowledge of a part of the modern differential geometry. I concentrate myself on the study of sur faces in the Euclidean 3-space, this being the most natural object for investigation. The global differential geometry of surfaces in E3 is based on two classical results: (i) the ovaloids (i.e., closed surfaces with positive Gauss curvature) with constant Gauss or mean curvature are the spheres, (ü) two isometrie ovaloids are congruent. The results presented here show vast generalizations of these facts. Up to now, there is only one book covering this area of research: the Lecture Notes [3] written in the tensor slang. In my book, I am using the machinary of E. Cartan's calculus. It should be equivalent to the tensor calculus; nevertheless, using it I get better results (but, honestly, sometimes it is too complicated). It may be said that almost all results are new and belong to myself (the exceptions being the introductory three chapters, the few classical results and results of my post graduate student Mr. M. Neuware -'The concept of global justice makes visible how we citizens of affluent countries are potentially implicated in the horrors so many must endure in the so-called less developed countries. Distinct conceptions of global justice differ in their specific criteria of global justice. However, they agree that the touchstone is how well our global institutional order is doing, compared to its feasible alternatives, in regard to the fundamental human interests that matter from a moral point of view. We are responsible for global regimes such as the global trading system and the rules governing military interventions. These institutional arrangements affect human beings worldwide, for instance by shaping the options and incentives of governments and corporations. Alternative paths of globalization would have differed in how much violence, oppression, and extreme poverty they engender. And global institutional reforms could greatly enhance human rights fullfillment in the future. The importance of this global justice approach reaches well beyond philosophy. It helps ordinary citizens evaluate their options and their responsibility for global institutional factors, and it challenges social scientists to address the causes of poverty and hunger that act across borders. The present volume addresses four main topics regarding global justice: The normative grounds for claims regarding the global institutional order, the substantive normative principles for a legitimate global order, the roles of legal human rights standards, and some institutional arrangements that may make the present world order less unjust. Neuware -The symposium on 'Neutral Clouds near HII Regions' was prompted by an obvious need to bring together workers specifically interested in the dynamical and photochemical effects in regions showing clear evidence of on-going star formation. This is currently an are a of considerable research activity with much new observational material over the wavelength range from X-ray to radio. Furthermore, the field isbeginning to mature. No longer is molecular spectroscopy concerned only with the search for new lines and with preliminary surveys. No longer are evolving HII regions modelled with the naive assumption of constant density. Similarly, ideas of successive star formation, 'champagne' and 'blister' models of HII regions, and refinements to abundance calculations are examples which show that theoretical initiative is keeping pace. We were both surprised and gratified by the number of contributed papers and the extent to which they addressed the subject matter. In the proceedings we have grouped these papers near the most appropriate of the four invited review papers. The subjects of these reviews are in the general areas of 'Evolution of HII Regions', 'Dynamical Interactions', 'Chemistry in Active Regions' and 'Infrared and Maser Sources'. Buch. Zustand: Neu. Neuware -This book is a report to the Executive Board of the Rijnmond Public Authority. The report presents the results of a pilot study of the risks to the employees in, and the population around six industrial installations. The installations were selected to illustrate various materials and technologies present in this area e.g. toxic, flammable, cryogenic and pressure storage. The study was performed in close cooperation between authorities, industry and consultants. The report consists of 5 parts: Part I is the report of the Steering Committee, which managed the whole project. It contains the background, the aims of the study, conclusions, general comments and recommendations. Appendices I and 2 give information about the parties involved in the study and the screening process applied to the collected safety data respectively. Part 2, the main report by Cremer and Warner Ltd., presents the way the risk analysis of the six industrial installations was performed. All the steps necessary to carry out such an analysis are presented and discussed. The final results are given in tables showing the average number of fatalities per year both for employees and the population. Appendices I to VII contain the calculation models used (dischar ge rates, dispersion, combustion, etc.). Appendices VII to X give a historical review of incidents, fai lure rate data and meteorological data respectively.
