Buch. Zustand: Neu. Neuware -As for the preceding four International Symposia on Nitrogen Fixation, held in Pullman, Washington USA (1974); Salamanca, Spain (1976); Madison, Wisconsin, USA (1978); and Canberra, Australia (1980), the 5th Symposium held from August 28 - September 3, 1983 in Noordwijkerhout, The Netherlands, received the gene rous support of the Charles F. Kettering Foundation Research Laboratory and the Tennessee Valley Authority. This support has helped research progress in this broad field of science by offering a forum both for the exchange of ideas and for scientific summary and discussion as captured over the last 10 years in each of the four books published previously. Although all previous meetings were well attended, the present conference was the largest so far. 550 scien tists from 60 different countries attended the 'Leeuwenhorst Conference', re presenting the many different disciplines actively involved in research in this field: chemists, biochemists, molecular biologists, geneticists, microbiologists, plant physiologists, agriculturalists. A large number of them had to go through a difficult period to raise the necessary funds to attend. In addition, a parallel meeting of 'policymakers' from Southeast Asia, Africa and South America was held under the auspices of Crosscurrents International Institute, Dayton, OR, USA and the United Nations University, Tokyo, Japan. Buch. Zustand: Neu. Neuware -The last major conference on infrared astronomy was the IAU Symposium No. 96 in June 1980. Since then, the discipline has continued to mature and to contribute to all branches of astrophysics. One particular area of growth has been in spectroscopic capabilities at all infrared wavelengths. The purpose of the Symposium in Toledo was to review the scientific questions to be addressed via infrared spectroscopy and to provide, in the proceedings, a useful summary of the field. The sensitivity of infrared spectroscopic observations is still generally limited by detector characteristics or by thermal background radiation. However in recent years improvements in detector technology together with developments in spectroscopic instrumentation have made possible both quite detailed spectroscopy of the brighter members of many classes of galactic sources and also begun to open up some infrared spectroscopy of extragalactic sources. The potential of the field in the next decade or two is clear. The lRAS mission has completed one of the pre-requisites, namely an all-sky photometric survey. Major space missions utilising cryogenic infrared telescopes have been approved in Europe (ISO) and seem likely in the USA (SIRTF); plans for space submillimeter telescopes are firming up. On the ground large telescopes optimized for infrared observations are now in operation at high altitude sites and specialized submillimeter facilities are under construction. Buch. Zustand: Neu. Neuware -The present volume brings together current interdisciplinary research which adds up to an evolutionary theory of human knowledge, Le. evolutionary epistemology. It comprises ten papers, dealing with the basic concepts, approaches and data in evolutionary epistemology and discussing some of their most important consequences. Because I am convinced that criticism, if not confused with mere polemics, is apt to stimulate the maturation of a scientific or philosophical theory, I invited Reinhard Low to present his critical view of evolutionary epistemology and to indicate some limits of our evolutionary conceptions. The main purpose of this book is to meet the urgent need of both science and philosophy for a comprehensive up-to-date approach to the problem of knowledge, going beyond the traditional disciplinary boundaries of scientific and philosophical thought. Evolutionary epistemology has emerged as a naturalistic and science-oriented view of knowledge taking cognizance of, and compatible with, results of biological, psychological, anthropological and linguistic inquiries concerning the structure and development of man's cognitive apparatus. Buch. Zustand: Neu. Neuware -On March 14-18, 1983 a workshop on 'Chemical Instabilities: Applications in Chemistry, Engineering, Geology, and Materials Science' was held in Austin, Texas, U.S.A. It was organized jointly by the University of Texas at Austin and the Universite Libre de Bruxelles and sponsored qy NATO, NSF, the University of Texas at Austin, the International Solvay Institutes and the Ex xon Corporation. The present Volume includes most of the material of the in vited lectures delivered in the workshop as well as material from some posters, whose content was directly related to the themes of the invited lectures. In ,recent years, problems related to the stability and the nonlinear dynamics of nonequilibrium systems invaded a great num ber of fields ranging from abstract mathematics to biology. One of the most striking aspects of this development is that subjects reputed to be 'classical' and 'well-established' like chemistry, turned out to give rise to a rich variety of phenomena leading to multiple steady states and hysteresis, oscillatory behavior in time, spatial patterns, or propagating wave fronts. Neuware -There is a great dispar.ity between the ability of the major industrial nations to produce and distribute chemicals and our ability to comprehend the nature and potential severity of unintended consequences for man, his life support systems and the environment generally. Furthermore, the gap between our ability to produce and distribute myriad chemicals and our ability to identify, understand or predict unfavorable environmental impacts may widen. As environmental scientists we are conscious of the interrelatedness, not only of environmental systems, but of nations as well. Materials are continually moved across boundaries by human as well as natural agencies. The extent, rate and nature of transfer for most pollutants is largely unknown. We can only guess which of the numerous chemicals produced are candidates for concern. More important still is our practical ignorance of the mechanisms of chronic effects upon natural systems and of the concentrations, combinations and circumstances that may lead to irreversibilities or to serious consequences for man. We know very little also regarding the potential for or the kinds of indirect effects that might occur. With respect to the environmentltself, we know little of its assimilative capacity with regard to widely dispersed pollutants and their transformation products. Neuware -The transfer across the surface of environmental waters is of interest as an important phase in the geophysical and natural biochemical cycles of numer ous substances; indeed it governs the transition, one way or the other, be tween the dissolved state in the water and the gaseous state in the atmo sphere. Especially with increasing population and industrialization, gas transfer at water surfaces has become a critical factor in the understanding of the various pathways of wastes in the environment and of their engineering management. This interfacial mass transfer is, by its very nature, highly complex. The air and the water are usually in turbulent motion, and the interface be tween them is irregular, and disturbed by waves, sometimes accompanied by breaking, spray and bubble formation. Thus the transfer involves a wide variety of physical phenomena occurring over a wide range of scales.
