Investigations for more than hundred years and the recent availability of the income distribution data in the internet (made available by the finance ministries of various countries; from the tax return data of the income tax departments) have revealed some remarkable features. Irrespective of many differences in culture, history, language and, to some extent, the economic policies followed in different countries, the income distribution is seen to fol low a particular universal pattern. So does the wealth distribution. Barring an initial rise in population with income (or wealth; for the destitutes), the population decreases either exponentially or in a log-normal way for the ma jority of 'middle income' group, and it eventually decreases following a power law (Pareto law, following Vilfredo Pareto's observation in 1896) for the rich est 5-10 % of the population! This seems to be an universal feature - valid for most of the countries and civilizations; may be in ancient Egypt as well! Econophysicists tried to view this as a natural law for a statistical ma- body-dynamical market system, analogous to gases, liquids or solids: classical or quantum.

Neuware - The Romanian conferences in operator theory, as they are now commonly called, havestartedintheyear1976asanannualworkshoponoperatortheoryheldatthe University of Timi soara, originally only with Romanian attendance. The meeting soon evolved into an international conference, with an increasingly larger parti- pation. It has been organized jointly, initially by the Department of Mathematics of INCREST and by the Faculty of Sciences of the University of Timi soara, then (since 1990) by the Institute of Mathematics of the Romanian Academy and the Faculty of Mathematics of the West University of Timi soara. The venue was u- ally Timi soara (and, occasionally, Herculane, Bucharest or Predeal). Since 1986 the conference has been regularly held biannually at the beginning of the summer. The 19th Conference on Operator Theory (OT 19) took place between June 27th and July 2nd 2002, at the West University of Timi soara. It is a pleasure to acknowledge the considerable nancial support received through the p- gramme EURROMMAT of the European Community, under contract ICA1-CT- 2000-70022. Partial support has also been provided by the Romanian Ministry of Education, Research and Youth, grants CERES 152/2001 and 153/2001. The full programme of the conference is included in the sequel. It is worth mentioning also a special event that has taken place during the conference: p- fessor Israel Gohberg has been awarded the title of Doctor Honoris Causa of the West University of Timi soara.

Neuware - It is widely acknowledged that the cost of validation and testing comprises a s- nificant percentage of the overall development costs for electronic systems today, and is expected to escalate sharply in the future. Many studies have shown that up to 70% of the design development time and resources are spent on functional verification. Functional errors manifest themselves very early in the design flow, and unless they are detected up front, they can result in severe consequence- both financially and from a safety viewpoint. Indeed, several recent instances of high-profile functional errors (e. g. , the Pentium FDIV bug) have resulted in - creased attention paid to verifying the functional correctness of designs. Recent efforts have proposed augmenting the traditional RTL simulation-based validation methodology with formal techniques in an attempt to uncover hard-to-find c- ner cases, with the goal of trying to reach RTL functional verification closure. However, what is often not highlighted is the fact that in spite of the tremendous time and effort put into such efforts at the RTL and lower levels of abstraction, the complexity of contemporary embedded systems makes it difficult to guarantee functional correctness at the system level under all possible operational scenarios. The problem is exacerbated in current System-on-Chip (SOC) design meth- ologies that employ Intellectual Property (IP) blocks composed of processor cores, coprocessors, and memory subsystems. Functional verification becomes one of the major bottlenecks in the design of such systems.

It has become very important because of an increased demand for methodologies and tools that can help the analysis and understanding of huge amounts of data generated on a daily basis by institutions like hospitals, research laboratories, banks, insurance companies, and retail stores and by Internet users. This explosion is a result of the growing use of electronic media. But what is data mining (DM) A Web search using the Google search engine retrieves many (really many) definitions of data mining. We include here a few interesting ones. One of the simpler definitions is: 'As the term suggests, data mining is the analysis of data to establish relationships and identify patterns' [1]. It focuses on identifying relations in data. Our next example is more elaborate: An information extraction activity whose goal is to discover hidden facts contained in databases. Using a combination of machine learning, statistical analysis, modeling techniques and database technology, data mining finds patterns and subtle relationships in data and infers rules that allow the prediction of future results. Typical applications include market segmentation, customer profiling, fraud detection, evaluation of retail promotions, and credit risk analysis [2].

Unlike traditional n- rowband connections, broadband provides high speed, always-on connections to the Internet and supports innovative content and services. Direct consumer welfare gains from mass-market adoption of broadband across the EU could easily reach 50 billion euros or more per annum. This is quite apart from the more profound societal shifts that ubiquitous broadband could bring. It may allow the individual to distribute content and ideas independent of traditional media and bring together communities of interest without regard to borders. Public policy for broadband will have a big impact on whether and how quickly these bene ts are realised. Getting policy right could bring large bene ts for consumers, rms and the economy at large; getting policy wrong risks s- ing both the rollout of broadband and new innovative services, and thus the realisation of the EU's e-Europe vision. In this book, we focus on the residential market for broadband access in EU countries, analysing the current and prospective level of competition and dr- ing implications for public policy. A key aim is to understand better the relative importance of facilities-based and access-based provision in fostering com- tition and promoting take-up of broadband services.

The miniturization of devices and structures will impact the speed of devices and information storage capacity. More importantly, though, nanotechnology should lead to completely new functional devices as nanostructures have fundamentally different physical properties that are governed by quantum effects. When nanometer sized features are fabricated in materials that are currently used in electronic, magnetic, and optical applications, quantum behavior will lead to a set of unprecedented properties. The interactions of nanostructures with biological materials are largely unexplored. Future work in this direction should yield enabling technologies that allows the study and direct manipulation of biological processes at the (sub) cellular level.

' Since its inception in the late 1970s, IFIP WG 8. 2 has sought to understand how computer-based information systems interact and must be designed as an integrated part of the organizational design. At that time, information systems handled repetitive and remote back-office functions and the main concern was work task design for repetitive input tasks and the potential impact of improved information support on organizational decision-making and structure. The focus of the information system design shifted in the 1980s when computers became part of the furniture and moved into the office. Reflecting this significant change, IFIP WG 8. 2 in 1989 organized a conference dedicated to the design and impact of desktop technology in order to examine how organizational processes and the locus of action changed when the computer was moved into the office. Sixteen years later, we are experiencing another significant change. Computers are now becoming part of our body and sensory system and will move out of the traditional office locations and into the wilderness. Again, IFIP WG 8.

The aim of the NATO Advanced Research Workshop (NATO ARW) entitled 'Advances in Air Pollution Modeling for Environmental Security' was to invite specialists from all areas related to large-scale air pollution modeling and to exchange information and plans for future actions towards improving the reliability and the scope of application of the existing air pollution models and tools. This ARW was planned to be an interdisciplinary event, which provided a forum for discussions between physicists, meteorologists, chemists, computer scientists and specialists in numerical analysis about different ways for improving the performance and the quality of the results of different air pollution models.

Since the focus of my research interests has shifted several times during this period, it would be difficult to identify a common theme for all the papers in the volume. Following the Swedish tradition, I therefore present this as a smörgåsbord of philosophical and cognitive issues that I have worked on. To create some order, I have organized the sixteen papers into five general sections: (1) Decision theory; (2) belief revision and nonmonotonic logic; (3) induction; (4) semantics and pragmatics; and (5) cognition and evolution. Having said this, I still think that there is a common theme to my work over the years: The dynamics of thought. My academic interests have all the time dealt with aspects of how different kinds of knowledge should be represented, and, in particular, how changes in knowledge will affect thinking.
