In the early papers on the subject, private information was captured either by assuming a finite number of types (e. g. Adams and Yellen, 1976) or by a unidimensional continuum of types (Mussa and Rosen, 1978). Economics of the unidimen sional problems is by now well understood. The unidimensional models, however, do not cover all the situations of practical interest. Indeed, often the nonlinear tariffs specify the payment as a function of a variety of characteristics. For example, railroad tariffs spec ify charges based on weight, volume, and distance of each shipment. Dif ferent customers may value each of these characteristics differently, hence the customer's type will not in general be captured by a unidimensional characteristic and a problem of multidimensional screening arises. In the late 1960s, a reaction to that neglect brought about a 'crisis' in social psychology. This 'crisis' did not affect all social psychologists; some remained seemingly oblivious to its presence; others dismissed its signifi cance and continued much as before. But, in certain quarters, the psychological was re-conceptualised as the social, and the social was taken to be sui generis. Moreover, the possibility of developing general laws and theories to describe and explain social interaction was rejected on the grounds that, as social beings, our actions vary from occasion to occasion, and are, for many reasons, unrepeatable. There is, so it was thought, an inherent instability in the phenomena of interest. The nomothetic ideal was said to rest on individualistic cause-effect positivism of the kind which (arguably) characterised the natural sciences, but social psychology (so it was said) is an historical inquiry, and its conclusions are necessarily historically relative (Gergen, 1973). Here, we only concentrate on the sequential change-point problem. Starting from the Shewhart chart with app- cations to quality control [see Shewhart (1931)], several monitoring procedures have been developed for a quick detection of change. The three most studied monitoring procedures are the CUSUM procedure [Page (1954)], the EWMA procedure [Roberts (1959)] and the Shiryayev Roberts procedure [Shiryayev (1963) and Roberts (1966)]. Extensive studies have been conducted on the p- formancesofthesemonitoringproceduresandcomparisonsintermsofthedelay detection time. Lai (1995) made a review on the state of the art on these charts and proposed several possible generalizations in order to detect a change in the case of the unknown post-change parameter case. In particular, a wind- limited version of the generalized likelihood ratio testing procedure studied by Siegmund and Venkatraman (1993) is proposed for a more practical treatment even when the observations are correlated. In this work, our main emphasis is on the inference problem for the chan- point and the post-change parameters after a signal of change is made. More speci cally, due to its convenient form and statistical properties, most d- cussions are concentrated on the CUSUM procedure. Our goal is to provide some quantitative evaluations on the statistical properties of estimators for the change-point and the post-change parameters.

Given the many articles, books, and conferences that have focused on the issue of public education reform, it is reasonable to ask whether the world needs still another volume on this subject. In my defense, I would argue that, although there is a large literature on public education reform, there is precious little that tries to sketch the big picture. Too often, both in research and in practice, it is easy to lose sight of the forest, for all the focus on the individual trees. While such detailed analysis is of critical value, that value derives both from its specificity and from its ability to fit into a larger, coherent whole. Unfortunately, our understanding of the public education process is still incomplete and disconnected, particularly with regard to the connections between research, policy, and practice. This book is an attempt to step back for a moment to get one's bearings before jumping headlong back into the forest. Neuware -The First Seattle Symposium in Biostatistics: Survival Analysis was held on November 20and 21, 1995in honor ofthe twenty-fifth anniversary ofthe University of Washington (UW) School of Public Health and Community Medicine. The event was a big success. Exactly 5 years later, the Second Seattle Symposium in Biostatistics: Analysis of Correlated Data washeld on November 20 and 21, 2000, and it was also very successful. The event was sponsored by Pfizer and co-sponsored by the UW School of Public Health and Community Medicine and the Division of Public Health Sciences, the Fred Hutchinson Cancer Research Center (FHCRC). The symposium fea tured keynote lectures by Norman Breslow, David Cox and Ross Prentice, as well as invited talks by Raymond Carroll, Peter Diggle, Susan Ellen berg, Ziding Fan, Mitchell Gail, Stephen Lagakos, Nan Laird, Kung-Yee Liang, Roderick Little, Thoms Louis, David Oakes, Robert O'Neill, James Robins, Bruce Thrnbull, Mei-Cheng Wang and Jon Wellner. There were 336 attendees. In addition, 100 people attended the short course Analy sis of Longitudinal Data taught by Patrick Heagerty and Scott Zeger on November 18, and 96 attended the short course Analysis of Multivariate Failure Time Data taught by Danyu Lin, Lee-Jen Wei and Zhiliang Ying on November 19. When the UW School of Public Health and Community Medicine was formed in 1970, biostatistics as a discipline was only a few years old. Neuware -The theme ¿Build and Conquer¿ chosen for this year¿s conference fully represents what we (the organizers) want to put across to the software community: software development is an engineering discipline, and not an artistic expression. Once we are ready to ¿build¿ our software systems using pieces previously builtin (similar to any other technology manufacturer), we will be able to ¿conquer¿ the software engineering process. If we take a look at other engineering disciplines such as car manufacturing, house appliances or aeronautics, we see that the final products are built through the integration of multiprovider commercial components. These components are successfully integrated and constitute an important part of the final product. Most software-related organizations still build software from scratch, omitting thousands of ready-built commercially available software components that could be used very effectively during the development phase. This year ICCBSS moves to Europe for the first time since the first conference took place in Orlando, FL, USA in 2002. The conference scope has enlarged over the years to include the Open Source community and Web Services technologies. The reason for this is that I believe both are considered components-off-the-shelf, so many of the characteristics of COTS are also applied to Open Source and Web Services.
