Neuware - The seminar on the production, marketing and use of finger-jointed sawnwood was held in Hamar from 15 to 19 September 1980 at the invitation of the Government of Norwa;y. It was organized under the auspices of the Timber Committee, a subsidiary body of the United Nations Economic Commission for Europe (ECE) in Geneva, Switzerland. Participants represented the ECE member countries of Belgium, Canada, Denmark, Finland, France, Federal Republic of Germany, Hungary, Ireland, Italy, Netherlands, Norwa;y, Poland, Sweden, Union of Soviet Socialist Republics, United Kingdom of Great Britain and Northern Ireland and United States of America. Observers from Australia and South Africa attended as well, and the United Nations Organization for Industrial Development (UNIDO) was represented. Mr. R. Birkeland of Norwa;y was elected Chainnan, and Mr. V. Turushev of the USSR Vice-Chainnan. During the seminar, study visits were arranged for participants: to Berger Langmoen A. S. , Brumunddal, whi ch produces sawnwood, planed wood, wooden packaging, building components using finger-jointed timber, parquet flooring and fibreboard; to the Moelven Group, Moelv, which produces modular houses and other types of timber-framed buildings and building panels, sawnwood, glue-laminated products, skis, etc. , as well as a number of types of mechanical equipment and vehicles.

Every decision, every action, even the refusal to either act or decide involves some element of risk. Perhaps, because we accept relatively low levels of risk in our daily activi ties, we tend to minimize the existence of risk and thereby fail to include risk assessment in those decisions and actions which could be improved through a risk assessment process. However, our casual approach to risk assessment seems to stem largely from the diffi culties inherent in measuring risk rather than from any lack of cognizance of the existence of risk. This conclusion is evidenced by the many statements in official documents relating to planning and evaluation which suggest that risk assessments should be con ducted but do not provide the mechanism for such assessments nor do they encourage their consideration in the decision making process. This conference on Risk/Benefit Analysis in Water Resources Planning and Management is notable because it attempts to identify and evaluate the mechanisms available for risk assessment which might be useful in water resources planning and management efforts. These proceedings bring together the thoughts of professional per sons who have struggled with the problems of risk assessment and who have contributed to the refinement of both theoretical and pragmatic solutions for the improvement of risk assessment processes.

The advantages of being able to grade changes in tissue, submit results to statistical analysis and accurately record biological phenomena make measurement essential. This is as true for the various disciplines in applied biology as it is for the more esoteric aspects ofthe subject. Regrettably, sk in biologists until recently had not seized the opportunities that the availability of their tissue of interest afforded and fell behind in the exploration of measurement techniques. Probably this resulted in part from the mistaken sentiment that 'to see is to know'. It also originated from the complexity ofthe skin which. as a closely interwoven mixture oftissue types. makes assessments technically difficult. However, we are optimistic about the future. The International Society for Bioengineering and the Skin was formed in Cardiff in ] uly 1979 in response to the wishes of the delegates who had attended the first International Symposium on the subject in Miami in 1976 and the second in Cardiff 3 years later. This volume is the proceedings of the Cardiff meeting. We believe that it demonstrates the brave efforts and variety of new ideas that characterise the studies of scientists who realise the importance of blending the phYSICal sciences with skin biology.
