The book is based on a series of talks given by the author in the Algebraic Geometry seminar at the Faculty of Mathematics, University of Bucharest. The main goal is the classification of nonsingular projective surfaces (also called simply surfaces). In the context of complex algebraic varieties, the classification was obtained by Enriques and Castelnuovo. Around 1960, Kodaira [Kodl, Kod2] revived and simplified the classification of complex algebraic surfaces and extended it to the case of compact analytic surfaces. The problem of classifying surfaces in arbitrary characteristic remained open. The first step in this direction was the purely algebraic proof (valid in arbitrary characteristic), due to Zariski [Zarl, Zar2], of Castelnuovo's criterion of rationality. Then Mumford [Mum3, Mum4] introduced several new ideas, and the classification of surfaces in positive characteristic be came possible. Finally, Bombieri and Mumford [BMl, BM2] completed the classification of surfaces in arbitrary characteristic. It was this instrument which permitted to save large amounts of data and evaluate them by special software written for this purpose. In a networking scenario where a multi-service operation in WDM networks is assumed, while dealing with heterogeneous architectures (e. g. technology-driven, as transparent, or regenerative), efficient algorithms and protocols for QoS-differentiated and dynamic allocation of physical resources will playa key role. Most of the published papers and books on this subject used in the course were written by experimentalists who adopted the phenomenological approach to describe and interpret their results. Two outstanding papers that impressed me deeply were the c1assical papers by Monod, Changeux, and Jacob (1963) and Monod, Wyman, and Changeux (1965), where the allosteric model for regulatory enzymes was introduced. Reading through them I feIt as if they were revealing one of the c1everest and most intricate tricks of nature to regulate biochemical processes. In 1985 I was glad to see T. L. HilI's volume entitled Cooperativity Theory in Biochemistry, Steady State and Equilibrium Systems. This was the fIrst book to systematically develop the molecular or statistical mechanical approach to binding systems. HilI demonstrated how and why the molecular approach is so advanta geous relative to the prevalent phenomenological approach of that time. The hypothesis is that these are not accidental episodes but a full-blown revolution in the way of viewing economic processes and their links with social and cultural structures. In other words, this new sensitivity to places offers the possibility of rethinking issues typical of economics in a different perspective that might be defined as local development, one of the terms most (ab)used in the contemporary scientific and political debate.In this book the authors will thus try to support more strongly, although in a necessarily simplified manner, the possibility of constructing a theory of local development. The key idea is that there is no single development model operating at a given time and valid for all places, but that it is more correct to talk of multiple development paths that co-exist in the same place at the same time (multiplicity of development paths). The demand that public authorities prosecute and condemn those who directly or indirectly support ETA and its terrorist attacks was one of the most prevalent slogans in the marches. Indeed, the social response was aimed not only against the terrorist group, but also against Herri Batasuna (HB), the political party that openly endorse ETA's armed actions in the Basque Country. From the legal point of view, it is interesting to examine what it is citizens are requesting from the government in the above-mentioned case. How do these collective claims translate into legal language One may think it fit to answer that Spanish citizens want violence to be met with the institutional punishment prescribed by the legal order. Nonetheless, it could also be argued that citizens in fact demand that certain kinds of behaviour be regulated by the law in their country. While from the latter viewpoint citizens wish for the creation of new legal norms, from the former they are just calling for the application of the law.
