For the Fellowship I proposed these two topics as areas in which the academic statistics could contribute to the development of government statistics, in exchange for access to the operational details and background that would inform the direction and sharpen the focus of a- demic research. After a few years of involvement, I have come to realise that the separation of 'academic' and 'industrial' statistics is not well suited to either party, and their integration is the key to progress in both branches. Most of the work on this monograph was done while I was a visiting l- turer at Massey University, Palmerston North, New Zealand. The hospitality and stimulating academic environment of their Institute of Information S- ence and Technology is gratefully acknowledged. Samuelson, who applied it to problems in mathematical economics in 1949. These properties were studied for optimal trajectories of models of economic dynamics determined by convex processes. In this monograph the author, a leading expert in modern turnpike theory, presents a number of results concerning the turnpike properties in the calculus of variations and optimal control which were obtained in the last ten years. These results show that the turnpike properties form a general phenomenon which holds for various classes of variational problems and optimal control problems. The book should help to correct the misapprehension that turnpike properties are only special features of some narrow classes of convex problems of mathematical economics.

It describes how, in a simple and somewhat conventional framework, an underpinning of Planck scale oscillators in the ubiquitous Zero Point Field or dark energy leads to a uni ed description of phenomena involving elementary particles and the cosmos. This book is needed because the existing theory of measurement errors was historically developed as an abstract mathematical discipline. As a result, this theory allows estimation of uncertainties of some ideal measurements only and is not applicable to most practical cases. In particular, it is not applicable to single measurements. This situation did not bother mathematicians, whereas engineers, not being bold enough to assert that the mathematical theory of errors cannot satisfy their needs, solved their particular problems in one or another ad hoc manner. Actually, any measurement of a physical quantity is not abstract, but it involves an entirely concrete procedure that is always implemented with concrete te- nical devices-measuring instruments-under concrete conditions. Therefore, to obtain realistic estimates of measurement uncertainties, mathematical methods must be supplemented with methods that make it possible to take into account data on properties of measuring instruments, the conditions under which measu- ments are performed, the measurement procedure, and other features of measu- ments. The importance of the methods of estimating measurement inaccuracies for practice can scarcely be exaggerated. Indeed, in another stage of planning a m- surement or using a measurement result, one must know its error limits or unc- tainty. Inaccuracy of a measurement determines its quality and is related to its cost.

Originally, the goal was to concentrate on tersely covered or often ignored aspects of the preoperative preparation of the patient and the operating room as well as the postoperative care of patients undergoing minimally in- sive operations. It was also our intention to include a section for each procedure where several different port placement schemes would be presented and brie y discussed. Unique to this manual, the impact of the patient's body habitus (short or long, narrow or wide) on port placement is also taken into account for many of the procedures. Also unique are chapters devoted to hypothermia, port wound closure, and the management of subcutaneous emphysema and abdominal wall hemorrhage caused by trocars. Naturally, the surgeon tends to focus on the technical aspects of the pro- dure, such as the operative tasks to be carried out, the order of operation, and the position of the surgeon and assistant. However, it is critical that the surgeon be aware that the CO pneumoperitoneum, far more so than laparotomy, results 2 in multiple physiologic alterations that, if not compensated for by the anest- siologist and surgeon, may endanger the patient or prevent the laparoscopic c- pletion of the procedure.
