In this book ten authors discuss in eight chapters how the conceptions of the Milky Way have moved in new directions. Starting with the inner parsec and the Center of the Galaxy, the book gradually moves on to the bulge and its relation to the globular clusters and to the disk, of which the presence of a bar is argued. This is not a sUlprising view, considering that data storage is essentially the transfer of data between different times. The past decade has indeed seen rapidly growing interest in applying improved coding and detection techniques to magnetic data storage, a traditional approach to enhance performance of communication channels. Since its inception in the 1930's, the magnetic recording industry has achieved impressive progress in data capacity. This has been made possible mainly by innovations and advances in heads and media design. However, as the demand for higher storage capacity continues in the modem information era, a need arises to explore other possibilities to help meet the ever-growing demand. Advanced coding and detection are one such possibility, providing an efficient, cost-effective means to increase data capacity. In fact, with the advent of modem Ie technology which has enabled real-time implementation of increasingly complex signal processing algorithms, advanced coding and detection are rapidly becoming a major issue in the development of improved data storage products. While there have been remarkable advances in recent years in the areas of both coding and detection for data storage, this book focuses only on data detection, or the processing of readback waveforms to reproduce stored data, in conjunction with the traditional modulation coding method called run length-limited or (d,k) coding.

Medieval, Renaissance and industrial age planning and urban design gave Belgium many examples of architectural masterpieces especially in the city centers. During the post World War II period, Belgian planners and politicians legislated national planning laws that divided the country into 48 planning regions (also called sub-regions and sectors) and empowered the municipalities (communes) with potent legal instruments to direct land development in accordance with their plans. Preparation, amendment and execution of these plans in a democratic society with a strong laissezJaire tradition have been painstaking, but nonethe less, significant tangible results have been achieved. The purpose of this book is to explore and assess the successes and failure of Belgian planning and make this record available in English so that they may remain facets of Belgian planning. The general socio-economic and historical background is provided with a view to understanding the theoretical, legal, physical and selected topical aspects of Belgian planning. In doing so a multi-disciplinary approach has been taken and the authors have been selected from a variety of disciplines. Professor Louis Albrechts of the University of Leuven is a planning theorist. Ms. Brigitte Beernaert and Mr. Karel Vroom are practicing planners. Beernaert is also a planning historian. Neuware - Inadequate investment in innovation is particularly costly in today's globally competitive environment where continued technological advancements are critical to sustaining economic prosperity. The government has a critical role in ensuring that society's general interest in innovation, and the public good associated with innovation, is represented in private-sector decision making. This can be accomplished through a variety of programs and initiatives that reward innovation at all levels. The various activities that make this possible fall into two general categories: (1) the creation and maintenance of a legal environment that encourages private sector investment in innovation (patents and the relaxation of antitrust); and (2) the provision of incentives to overcome the natural inclination of private parties to consider only their private benefits when choosing the level of innovation in which to invest (governmental grants and contracts to targeted tax incentives). The role of government, more specifically, can be found in three key areas: (1) funding of research and development performed in the private sector; (2) funding of Federal laboratory research activities and the effective transfer of that knowledge to the private sector; and (3) encouraging the industry-university collaboration in research and development. It is these three areas of research that generate technologies fundamental to increasing the rate of technological development in the private sector, and it is these areas that are the focus of this book.

Neuware - Several years ago, we realized that the most prominent ideas that had been ex pressed about the origin and early evolution of the Metazoa seemed to have been developed chiefly by zoologists using evidence from modern species without reference to the fossil record. Paleontologists had, in fact, put forth their own ideas but the zoological and the paleontological evidence were about the problem, seldom considered together, especially by zoologists. We believed that the paleon tological documentation of the first Metazoa was too scattered, too obscure to Western readers, and much of it too recent to have been readily available to our colleagues in zoology. Whether or not that was entirely true, we thought that a single volume reviewing the fossil record of the earliest Metazoa would be useful to many in both paleontology and zoology, especially since so much new informa tion has been developed in the last few years. Some of this information has been summarized in general articles recently, but an overview of most of the field does not exist. We therefore organized this book in five parts so that the evidence could be placed in perspective and summarized and inferences made from it. Part I intro duces the previous hypotheses that have been proposed for the origin and early radiation of Metazoa. Part II consists of two summary chapters that set the sedi mentological, geochemical, and biological background to the known radiations of Metazoa.

Neuware - In recent decades eicosanoids have been attracting an increasing amount of attention as a result of their important physiological roles in many areas of biology and medicine. The eicosanoids comprise the prostaglandins, thromboxanes and leukotrienes and are products of arachidonic acid, an essential polyunsaturated fatty acid stored in tissue phospholipids. Disturbances of eicosanoids and their metabolic products play a regulatory role in many types of cell injuries and diseases. One of the most exciting areas of eicosanoid research pinpoints their participation in the control of cell proliferation and differentiation. Eicosanoids form a link between different fields of research into such areas as cancer, inflammation and radiation-induced injury. This link provided the impetus for the development of the conference series of which the present volume represents the proceedings of the Second International Conference, held in Berlin in October 1991.
