There are quite divergent philosophical, economical, sociological, psychological and politological contributions. Sometimes the disciplinary boundaries impede theoretical progress. On the other hand it is an indication for the high complexity of the subject that so many divergent paradigms compete with one another, or - what is worse - live separately in a kind of splendid isolation. Decision theory in the broader sense, embracing the theory of games and collective choice theory, can help to understand practical reason in philosophical analysis. But there are interesting aspects which cannot be dealt with adequately within a decision-theoretic conceptual framework. To have both of these convictions justifies to neglect dis ciplinary boundaries and poses a problem for the orthodoxies of either sides. All the essays of this volume focus on the relation between economic rationality and practical reason and discuss different aspects of the same problem, i. e. a basic deficiency in the standard economic theory of practical rationality. But philosophical analysis would not be of much help if it just rejected the economic paradigm. It must rather help to integrate economic aspects into a broader view on practical reason.

There is a sizable body of theoretical and aggregative empirical literature in this area, but there is little work documenting and analyzing the experiences of individual countries and/or sets of countries. This book is divided into four parts by geographical region - Africa, Asia and Latin America, Central and Eastern Europe, and the Middle East. Aggregative econometric studies cannot substitute for country-wide studies in allowing the researcher to draw lessons for the future, and this volume adds to this relatively small body of literature.

'High Performance' is one of those terms. High Performance can be viewed as synonymous to High Speed or Low Latency or a number of other characteristics. The interesting thing is that such ambiguity can sometimes be useful in a world where focus shifts quite easily from one issue to another as times and needs evolve. Many things have changed since the first HPN conference held in Aachen, Germany in 1987. The focus then was mainly on Media Access Control (MAC) protocols that allow users to share the high bandwidth of optical fiber. FDDI (Fiber Distributed Data Interface) was making its debut with its amazing 100 Mbps speed. ATM (Asynchronous Transfer Mode) and SONET (the Synchronous Optical Network) were beginning to capture our imagination. What could users possibly do with such 'high performance' Share it! After realizing that the real problems had gradually shifted away from the network media to the periphery of the network, focus also began to shift. Adapter design, protocol implementation, and communication systems architecture began to attract our interest. Networking -not Networks-became the hot issue.

Neuware - It is, indeed, widely acceptable today that nowhere is it more important to focus on the improvement of software quality than in the case of systems with requirements in the areas of safety and reliability - especially for distributed, real-time and embedded systems. Thus, much research work is under progress in these fields, since software process improvement impinges directly on achieved levels of quality, and many application experiments aim to show quantitative results demonstrating the efficacy of particular approaches. Requirements for safety and reliability - like other so-called non-functional requirements for computer-based systems - are often stated in imprecise and ambiguous terms, or not at all. Specifications focus on functional and technical aspects, with issues like safety covered only implicitly, or not addressed directly because they are felt to be obvious; unfortunately what is obvious to an end user or system user is progressively less so to others, to the extend that a software developer may not even be aware that safety is an issue. Therefore, there is a growing evidence for encouraging greater understanding of safety and reliability requirements issues, right across the spectrum from end user to software developer; not just in traditional safety-critical areas (e.g. nuclear, aerospace) but also acknowledging the need for such things as heart pacemakers and other medical and robotic systems to be highly dependable.

But the precise nature of the issues that form the focus of the debate remains controversial. In Realism and Explanatory Priority a new way of viewing the debate is developed. The primary focus is not on the notions of existence, truth or reference, but rather on independence. A notion of independence is developed using concepts derived from the theory of explanation. It is argued that this approach enables us to clarify the exact nature of the empirical evidence that would be required to establish Realism in any area. The author defends a restricted form of Realism, which he calls Nomic Structuralism. The book will be suitable for professional philosophers of language, science and metaphysics, and their graduate students.

Neuware - This book represents the compilation of papers presented at the second Atomic Force Microscopy/Scanning Tunneling Microscopy (AFM/STM) Symposium, held June 7 to 9, 1994, in Natick, Massachusetts, at Natick Research, Development and Engineering Center, now part ofU.S. Army Soldier Systems Command. As with the 1993 symposium, the 1994 symposium provided a forum where scientists with a common interest in AFM, STM, and other probe microscopies could interact with one another, exchange ideas and explore the possibilities for future collaborations and working relationships. In addition to the scheduled talks and poster sessions, there was an equipment exhibit featuring the newest state-of-the-art AFM/STM microscopes, other probe microscopes, imaging hardware and software, as well as the latest microscope-related and sample preparation accessories. These were all very favorably received by the meeting's attendees. Following opening remarks by Natick's Commander, Colonel Morris E. Price, Jr., and the Technical Director, Dr. Robert W. Lewis, the symposium began with the Keynote Address given by Dr. Michael F. Crommie from Boston University. The agenda was divided into four major sessions. The papers (and posters) presented at the symposium represented a broad spectrum of topics in atomic force microscopy, scanning tunneling microscopy, and other probe microscopies.

Integration of the world continues, widening and intensifying international linkages in economic, political and social relations. Liberalization of trade and fmance, lubricated by revolutionary changes in information technology, has resulted in significant economic growth at the global level. On the other hand, the process of globalization is changing the nature of production relations, threatening the traditional roles of the nation-state, and carrying with it far-reaching implications for sustainable growth, development and the environment. Although both developed and developing countries are actively participating in this saga of globalization, nearly ninety countries, as the United Nations' Human Development Report, 1996 indicates, are worse off economically than they were ten years ago, leading to 'global polarization' between haves and have nots. The report further indicates that the gap between the per capita incomes of the industrialized world and the developing countries, far from narrowing, has more than tripled during the last thirty years. Further, a majority of the countries benefitting from this globalization drive have seen a rise in inequality and poverty. This failure of market driven globalization to reward the benefits equitably led the United Nations to proclaim 1996 as the International Year for the Eradication of Poverty (IYEP) and the decade of 1997-2006 as the international decade for the eradication of poverty, and to promote 'people-centered sustainable development'.

Though very common in European lowlands, shallow lakes attract inadequate attention from research teams. This book aims at filling gaps in our knowledge of the processes which take place in non-stratified lakes. It contains proceedings from the international conference `Shallow Lakes \*95' held in Mikolajki, Poland, on 20-26 August 1995. In more than 50 original papers up-to-date views on eutrophication, degradation and recovery of shallow lakes are presented. The first four sections of the book (Nutrient fluxes, Biotic structure, Trophic interactions and Whole lake studies) deal with theoretical aspects of lake functioning while the fifth (Biomanipulation, restoration and management) is devoted to practical measures undertaken to improve water quality in shallow lakes. The book is therefore addressed to university biologists and ecologists and PhD students, as well as to managers involved in restoration of shallow lakes.

Previous conferences on PAF in Paris, 1983, and the subsequent conferences in Gatlinburg, Ten nessee, Tokyo, Snowbird, Utah, and Berlin, at three-yearly intervals, have chronicled the devel opments in the field ofPAF. This volume records the proceedings of the Fifth International Con gress on PAF and Related Lipid Mediators, held at the Free University Medical Hospital Ben jamin Franklin in Berlin, from September 12-16, 1995. We are very much indebted to Free Uni versity Berlin for providing tremendous facilities and financial support. It was a great pleasure to have positive and generous input from the German Science Council (DFG), Bonn, Germany, and British Biotech, Oxford, United Kingdom. At IM'97 the two worlds of computer networks and telecommunications systems came to gether, each proposing a view to management that stems from their own paradigms. Each world made clear the need for end-to-end management and, therefore, each one stepped into the oth er's field. We feel that there is no winner but a mutual enrichment. The time is ripe for integra tion and it is likely that the next Conference will bear its fruit.

Neuware - In diamond alluvial deposits, the information about the spatial distribution of stone size is of crucial importance for the quantitative characterisation of the different areas of the deposit. In fact, the value of the diamond reserves depends strongly on the distribution of stone sizes: between two areas with the same grade, the most valuable is the one with larger stones. The geological genesis of the mineralization, related with the transport and deposition of stones in trapsites, can create separated spatial areas, corresponding to different stone size. To characterise these distinct areas, the non smooth transitions between them should be accounted for, in the estimation of internal properties. An extended version of zonal control of geostatistical estimation (Soares et ai, 1995) proposed in this paper, aims to characterising the classes of size histogram for each geological unit, avoiding the smooth effect. For this purpose the morphology of each geological unit is obtained by using two distinct criteria: i) first, the points of each unit are classified according to the local and global probabilities of belonging to each unit (Soares, 1992); ii) in a second classification, the optimization technique of Simulated Annealing is used to rearrange the pre-classified points in order to impose, in the final morphological maps, the spatial variability of experimental samples (Goovaerts, 1994). A case study of a diamond alluvial deposit with two geological units with distinct stone size histograms is presented.
