Indo Japan cooperation in peacekeeping comments. This book lies at the intersection between United Nations peacekeeping operations and India Japan relations. While India has been at the forefront of UNPKO since its beginning Japan due to its unique recent history and pacifist constitution is a more recent hesitant and tentative contributor to overseas peaceful military operations. Instead Japan is the second largest contributor to the UN's regular and peacekeeping budgets and has provided some senior civilian representatives to specific peacekeeping operations. Both nations thus have a wealth of experience to exchange and share. This unique book is an attempt precisely at this even though this cooperation must remain situated within the broader context of their bilateral relationship. The participation of some of the most experienced practitioners from both countries in international peacekeeping operations lends this book its particular distinction and must be read with all the seriousness that his issue deserves. 262 pp.

Index. The Taliban were gold like figures for a war torn country's war weary people. They promised to rid the country of anarchy lawlessness and disintegration and thus earned the support of Afghans. The Taliban were defeated or so we were told by the Americans when the Frankenstein came back to haunt them. The Taliban were consigned to the dustbin of history or so we thought when Hamid Karzai was anointed as the newest ruler in Kabul. However if lessons of history canons of geo strategy and reports from Afghanistan are anything to go by Taliban were not done away with not by default but by design. The author rejects the widely believed argument that the Taliban movement has been defeated once and for all. The author claims that the endgame in Afghanistan is likely to be an eventual induction of the Taliban elements into the Afghan Government by way of a consensus reached among Pakistan the US and Karzai. However in the course of time such a status quo is unlikely to endure. Pakistan's internal and geo strategic compulsions will prompt it to advocate for more and more space for the Taliban in the Afghan Government. In short this study is an in depth analysis of the raison d'etre of the rise fall and resurgence of the Taliban. 138 pp.

The birth of the South Asian Association for Regional Co operation (SAARC) in 1985 marked a new beginning for the seven South Asian countries India Pakistan Bangladesh Nepal Bhutan Sri Lanka and Maldives. For the first time these countries made an institutionalized effort to forge multilateral co operation among them. But even after twenty years of existence of the SAARC the leaders of the South Asian countries are usually much more comfortable in dealing with the countries outside the region than they are with themselves and the past for them remains the present. Therefore the first twenty years experience of this regional organization can hardly put SAARC in the same category of the European Union (EU) or even in that of Association of South East Asian Nations (ASEAN). While the latest phase of globalization must have forced the leader the SAARC countries to rethink their relationship vis a vis one another and to work for a free trade region in South Asia but the turbulent years are yet to be left in mind. But why could not SAARC succeed when many other regional organizations are reaching new highs. Who were at fault. This book is a humble attempt to find probable answers to these serious questions that have been bothering the people of South Asia for quite some time. 412 pp.

Index."Agriculture is one of the important areas which went out of GATT because of pressure from the developed countries. It remained outside the mainstream and it looked impossible to get it back. It is a matter of great satisfaction that agriculture has come back to the mainstream. It has laid down specifically obligation of various countries which have been accepted voluntarily and explained many critical issues."It was the feeling of all concerned that a path breaking decision was arrived at after signing of the Agreement on Agriculture. However, subsequent events have proved out that these expectations have not materialized. This was because of the heavy subsidy imposed by the developed countries and the clever manoeuvre made by them to take advantage of the loopholes. The present negotiations in Geneva, therefore, assume considerable importance and India has taken the leadership of the developing countries. It is to be seen to what extent India succeeds and what corrective measures are brought out."India has a great background in agriculture and a number of steps have been taken in various fields particularly research and development. It is a matter of satisfaction that a country which was depending on import is now self sufficient and we are also in a position to export certain quantities. India is also regarded as an important country because of its wealth of experience."The book deals with these salient issues relevant for agriculture apart from dealing with the complex situation of agriculture in India. It also explains in detail the ongoing negotiations in Geneva and takes great care in summarizing the submission made by various countries. The book also makes a summary of the present stage of negotiations."The book covers many important issues which are relevant for agriculture, both in the domestic and international fields. The treatise examines the positions in the developed countries and touches upon the global situation as well as the manner in which the global situation has evolved." (jacket) 474 pp.

Paperback. Zustand: As New. New. The general situation in Jammu and Kashmir has vastly improved in the recent years. More than before it is apparent today that security is multidimensional and whether it is economy media culture or migration these cannot be compartmentalized and kept away from the all encompassing question of security. Though the security situation has vastly improved there is more to be done. And more to be said about the impact of this improved situation on the peace process that is currently taking place on two axes the New Delhi Islamabad and the New Delhi Srinagar axes. While Indo Pak discussions have been very quite and conducted mainly through back channels the other is in the full light of day and it is a subject of all the contrary pulls of a part of the latter approach with full participation of the rich array of civil society in Srinagar. 128 pp.

It reviews the types of social organisation with which NGOs might consider working and the provision of training in a variety of relevant skills and activities. The particular importance of using a capacity building approach in emergency situations and of the dynamic and long term nature of the process is also emphasized. 226 pp.

Hardbound. Zustand: As New. New. South Asia with its immense human security deficit compounded by inter state tensions and the consequent diversion of human and financial resources from people's needs to states preferences urgently requires a change in mindset. When the peoples of the region obtained independence from colonial domination human security was the overarching norm. The great hope was that freedom would bring them broad based security and opportunities for self development. Some six decades later those hopes remain unrealized to a large degree. While large numbers of people remain mired in poverty and insecurity the political orientation of elites has slid into an overwhelming preoccupation with state security. This volume is an attempt to redress the balance. Its thrust is to bring human security back to centre stage and to highlight the problems and needs of the people of the subcontinent. This book is the latest in a series of the work undertaken by the Institute of Peace and Conflict Studies (IPCS) on alterative approaches to security and second on the subject of human security. 157 pp.

Soft cover. Zustand: New. Zustand des Schutzumschlags: New. 1st Edition. With the beginning of a phase of generational transition, China's new leadership change in 2012 with is undoubtedly one of the most significant internal developments in the contemporary history of the country. This change has huge ramifications for not only the internal social, economic and political dynamics of China, but also for regional security. The transformation has been peaceful so far, with a focus on economic and political reforms. However, several paradoxes and contradictions still exist within Chinese society, domestic politics and foreign policy. In collaboration with the India International Centre (IIC), Department of East Asian Studies in Delhi University and the Centre for East Asian Studies in Jawaharlal Nehru University, the China Research Programme (CRP) at the Institute has been observing these developments closely through its research, discussions, conferences and annual dialogues at the national level. The essays in this volume on political leadership, social and economic issues are the subsequent result of a series of discussions and debates. With overarching themes based on political developments, the new leadership transition, social change, and economic crisis, this volume aims at focussing on issues that need further discussion and debate to understand what is happening within contemporary China.

Although the ceasefire agreement of February 2002 between the government in Colombo and the LTTE has helped bring down temperatures a permanent political settlement remains at best a hope with more complexities entering the arena with each passing day. To take stock of the situation and to draw lessons for the future the Chennai chapter of the Observer Research Foundation organised an International Seminar on Sri Lanka Ceasefire and After in September 2003. Two years have passed since. Yet the prognosis for the future made at the time remains more valid than ever. The book gives new insights into an existing problem the contours of which have not changed much. The interplay of domestic politics sub continental relevance and the increasing international interest in the Indian ocean neighbourhood coupled with the post 9/11 global view of terrorism have contributed to this continued interest in the evolving situation in Sri Lanka. A product of collective wisdom this book aims at addressing these issues as comprehensively and as extensively as possible. 335 pp.

Actor and Agency : Explaining the Civilian Circularity. 7. Military Agency Revisited. Conclusion. The book is a study of the political scenario in Pakistan that discusses the intervention of the military in Pakistan's politics for securing its own interests. Through an in-depth study, it argues that it is the military agency in the country that is responsible for the coups and political interventions, and not the past or prevailing structure and culture of Pakistan. It observes that political power has been instrumental to facilitate the military's economic interests. It presents a chronology of civil-military relations in the country. Taking recourse to various findings, it explains the causes and mode of military intervention, nature of the specific coups undertaken and military rule, and civil-military relations during different periods. It highlights the theoretical and empirical shortcomings in the existing studies on the construction of the state of Pakistan.

While the armed conflicts in the recent years have become bloodier in South Asia the peace processes could not be sustained for various factors. Initiating a peace process is easier than to sustain it. In the last few years a series of peace processes have been initiated in South Asia in Pakistan Kashmir Nepal India's Northeast and Sri Lanka. The presence of numerous actors role of civil society space and rules of bargaining lack of bargaining tools independent inputs or the lack of it level of external support all these factors play an important role in sustaining the peace processes. The above two factors continuing armed conflicts and failing peace processes make it imperative to initiate an organized long term but independent study of the armed conflicts and peace processes in South Asia. A database on armed conflicts in South Asia is essential for such a study. The Institute of Peace and Conflict Studies (IPCS) propose to create such a database on armed conflicts and peace processes in South Asia. This book is a primary part of this endeavour and is published as an annual on the various conflicts in Pakistan India Nepal Bangladesh and Sri Lanka. The following case studies would form the core essays of the annual Waziristan Balochistan Jammu and Kashmir India's Northeast Naxalites in India Nepal Bangladesh and Sri Lanka. In future the study would also cover the armed conflict in Afghanistan. 336 pp.
