The system is based on the awareness, if only for the archipelagoþs wide distances, t…hat government responsibilities must be parcelled out to sub-national levels. It is also recognized that a decentralization programme suits the countryþs rich variety of cultures and geographic and socio-economic conditions. Time and again, however, decentralization policies were sacrificed to central government control under the pretext of national unity and development. Yet in many policy fields the disadvantages of central steering are becoming more obvious. This book focuses on urban government in the 1990s. Currently, problems of urban government hold the spotlight as settlement patterns change rapidly as a result of ongoing urbanization. Alongside an overview of the relevant legal-institutional arrangements - emphasizing government autonomy, representative government and law-making - special attention is paid to spatial planning as a specific task of urban government. For this study, field research was conducted in three Indonesian cities: Bandung, Padang and Manado. These research sites, all three of them provincial capitals, share an almost identical legal-institutional lay-out. Yet there are significant differences, as for instance in urban history, level and pace of economic development, surrounding natural and built-up environment, and the degree of urbanization. Drama as a literary genre emerged in Turkey in the course of the nineteenth century. Until then the theatre tradition had been handed down orally.… From the eighteen sixties onward verse drama was written with the structure of classical French plays and with the literary characteristics of Ottoman Turkish poetry. In modern Turkey verse plays are still being written and performed. The verse play Esber of the writer and diplomat Abdülhak Hamit (1852-1937) is considered one of the best plays of the most important author of the genre. Written in 1880, it tells the story of Iskender (Alexander the Great) conquering the Punjab in India, the kingdom of Esber and his sister Sumru. In The Two Worlds of Esber the central question is whether it is possible to apply a Western method of analysis to a non-Western verse drama such as Esber. The theory of Bernard Beckerman, as developed in his Dynamics of Drama (1979), provided a universally applicable method of tension analysis. In The Two Worlds of Esber Ottoman Turkish verse drama reveals for the first time its dramatic structure, its poetic language and its relationship with Western and Ottoman Turkish dramatic and literary traditions. 0.0.

Sound symbolism, focus and question phenomena are also described. A major problem in the description of Cross River languages is the consonant systems of these languages. The present author argues that an analysis which accepts morphological information in the description of Kana consonants is superior to one that rejects such information.

During the colonial period, the Indian population of Mexico retained self-government at the local level in Indian municipalities, called pueblos de indios. A the beginning of the colonial period, these pueblos were, as a rule, gov…erned by members of the local Indian nobility, the caciques. The later fate of the pueblos and their rulers knew many variations, depending on regional and sometimes even local conditions. This book presents a long-term case study of local power in colonial central Mexico. The author has investigated the political, economic and social power as it was distributed and exercised in the pueblo de indios of Atlacomulco between 1598 and 1821. She has analyzed documentation related to the affairs of local government, such as tribute collection, and court cases in which the claims to power of particular caciques were contested. The concepts of reciprocity, legitmation, and normative economy have been used as analytical tools to explain the position of the caciques as local powerholders, the relationships among them, and their relationship with the Indian commoners. This book also tells a story of gradual change in a process of two centuries, Atlacomulco changed from a relatively isolated pueblo, dominated by caciques, to a booming merchant town, dominated by Spanish merchants. This process of change was shaped by different economic, demographic and geographic factors but the functioning of local power itself also attributed tot he waning of cacique power.

Language Shattered is both a history of poetry from the People's Republic of China and a case study of the…oeuvre of a leading Chinese poet. After the stifling orthodoxy of the 1950s and early 1960s, the terror of the Cultural Revolution (1966-1976) brought official Chinese literature to a total standstill. At the same time, disillusioned youths were more or less accidentally exposed to a varied body of foreign literature and began writing underground poetry. In the 1980s this poetry scene, now above ground, became one of pluriformity and proliferation in both official and unofficial circuits. The brutal suppression of the 1989 Protest Movement gave it an exile offshoot. The historical overview in Part I of this book is complemented in Part II by a discussion of Duoduo's poetry. Duoduo's career as a poet reflects the vicissitudes of Chinese Experimental poetry - and his beautiful, headstrong poems merit attention in themselves. They show that Chinese poetry is not just of interest as a chronicle of Chinese politics, but as literature in its own right.
