It is marked OUO and it is stated that it 'may' be exempt from public release under FOIA. Given the passage of time and the effect of the Supreme Court ruling in Milner v. Department of Navy, it is believed that this limitation no longer applies. In February, 1998, Dr. Charles Stuart, Director of the Advanced Design and Production Technologies (ADAPT) Initiative was directed to take a comprehensive look at archiving activities across the nuclear weapons complex and provide an assessment of current activities and future needs. This report documents that assessment. A key recommendation was to place the following language, in coordination with the National Archives and Records Administration, as an addition to Department of Energy Records Schedule 3, Nuclear Weapons Records: "DOE Defense Programs may, from time to time, suspend the disposal of DOE records (whole series or parts there of) covered by one or mores items of N1-434-96.5 (DOE Records Schedule 3, Nuclear Weapons Records) which contain information necessary to ensure the safety, security, and reliability of the nuclear weapons stockpile in support of the Stockpile Stewardship Program. Authorization to resume disposal actions will be issued when the information has been captured and included in an appropriate information system." This addition allows Defense Programs to legally hold documents past their scheduled destruction periods, and to legally destroy documents that are no longer needed, without continuing to hold all documents in a DOE Records Schedule category. This wording allows evaluations and assessments of records as the Stockpile Stewards Program matured and technology gains were realized.

Neutron generators are neutron source devices which contain compact linear accelerators and that produce neutrons by fusing isotopes of hydrogen together. The fusion reactions take place in these devices by accelerating either deuterium, tritium, or a mixture of these two isotopes into a metal hydride target which also contains deuterium, tritium or a mixture of these isotopes. Fusion of deuterium atoms (D + D) results in the formation of a He-3 ion and a neutron with a kinetic energy of approximately 2.5 MeV. Fusion of a deuterium and a tritium atom (D + T) results in the formation of a He-4 ion and a neutron with a kinetic energy of approximately 14.1 MeV. Neutron generators have applications in medicine, security, and materials analysis. Per Wikipedia, sealed neutron tubes have replaced radioactive neutron initiators, in supplying a pulse of neutrons to the imploding core of modern nuclear weapons. This effort by Sandia earned a Shingo Prize. The Laboratory reduced costs by 12 % between 2006 and 2008. The laboratory had a half million hours without a safety incident applying these methods. The Shingo Prize for Operational Excellence is an annual award given to organizations worldwide by the Shingo Institute, part of the Jon M. Huntsman School of Business at Utah State University in Logan, Utah. In order to be selected as a recipient of the Shingo Prize, an organization "challenges" or applies for the award by first submitting an achievement report that provides data about recent business improvements and accomplishments and then undergoing an onsite audit performed by Shingo Institute examiners. Organizations are scored relative to how closely their culture matches the ideal as defined by the Shingo Institute. Those meeting the criteria are awarded the Shingo Prize.

During SM4, two new scientific instruments were installed - the Cosmic Origins Spectrograph (COS) and Wide Field Camera 3 (WFC3). Two failed instruments, the Space Telescope Imaging Spectrograph (STIS) and the Advanced Camera for Surveys (ACS), were brought back to life by the first ever on-orbit repairs. With these efforts, Hubble has been brought to the apex of its scientific capabilities. To prolong Hubble's life, new batteries, new gyroscopes, a new science computer, a refurbished fine guidance sensor and new insulation on three electronics bays were also installed over the 12-day mission with five spacewalks. Additionally, a device was attached to the base of the telescope to facilitate de-orbiting when the telescope is eventually decommissioned. Space telescopes were proposed as early as 1923, and the Hubble telescope was funded and built in the 1970s by the United States space agency NASA with contributions from the European Space Agency. Its intended launch was in 1983, but the project was beset by technical delays, budget problems, and the 1986 Challenger disaster. Hubble was finally launched in 1990, but its main mirror had been ground incorrectly, resulting in spherical aberration that compromised the telescope's capabilities. The optics were corrected to their intended quality by a servicing mission in 1993. Hubble is the only telescope designed to be maintained in space by astronauts. Five Space Shuttle missions have repaired, upgraded, and replaced systems on the telescope, including all five of the main instruments. The fifth mission was initially canceled on safety grounds following the Columbia disaster (2003), but after NASA administrator Michael D. Griffin approved it, the servicing mission was completed in 2009. Hubble completed 30 years of operation in April 2020 and is predicted to last until 2030-2040. Hubble is the visible light telescope in NASA's Great Observatories program; other parts of the spectrum are covered by the Compton Gamma Ray Observatory, the Chandra X-ray Observatory, and the Spitzer Space Telescope (which covers the infrared bands). The mid-IR-to-visible band successor to the Hubble telescope is the James Webb Space Telescope (JWST), which was launched on December 25, 2021, with the Nancy Grace Roman Space Telescope due to follow in 2027. Copy appears to have been produced using a color Xerox type of reproduction, presumed one of a few copies made for media distribution.
