The Al Kharj RSAF Complex was built for the Ministry of Defense and Aviation (MODA) during 1980-83, not long after MODA abandoned a massive US Army Corps of Engineers (USACE) programme for medical complexes at Al Kharj and Taif (1978). It was implemented by the Greek / US firm Frank E. Basil Inc (a USACE contractor, whose founder had served with USACE), in association with local engineering firm Dar Al Riyadh, formed in 1975 by Prince Turki Abdulrahman Al Saud. Arthur Erickson Associates and Parsons International Ltd were the Principal Consultants. The Complex was built to house the King Faisal Air Academy, and Tactical Airlift squadrons previously based at Riyadh, with hospital, mosque, residential blocks, recreational and sports facilities, and support services. This set relating exclusively to the hospital includes the overall Site Plan 1/1000 (Sheet 1); Floor and related Equipment Plans for the Basement, Ground, and First to Sixth Floors each 1/200 (Sheets 2-19); 4 Sections and 4 Elevations each 1/200 (Sheets 20-23). First and only edition of this rare, profusely illustrated prospectus for the construction of Saudi Arabia's primary air force base on a 50-hectare site near the closed city of al-Kharj, showcasing the development of the country's military during its rapid modernization. No institutional copies are recorded on WorldCat. Detailing a master plan for the development of the King Faisal Air Force Academy, a tactical operations base, community housing and infrastructure, a depot for aircraft maintenance, and independent utility systems designed to render the complex self-sufficient, the prospectus presents both impressionistic images of how the base would look when completed and bird's eye view maps of the site. The plans, which were drawn up by Frank E. Basil Consulting Engineers, attempt to "provide the very best environment for bachelor and married personnel without extravagance and at optimum densities". Core facilities include a main mosque, a 300-bed hospital, 34 schools, a community centre, and an athletics stadium. Reflecting the idea of the "neighbourhood unit" as pioneered by architects like Clarence Perry (1872-1944), housing was to be constructed so that children would not have to walk more than a few blocks to attend school. A concluding section provides statistical information about the development of the project, including a list of contributing government agencies, a timeline, and a map showing additional land requirements. The Master Plan Drawings for an enormous, never-realized Medical Center which the U.S. Ministry of Defense and Aviation (MODA) aimed to build for the Saudi Arabian Army near Al-Kharj, some 70 km south of Riyadh. Part of an ambitious programme to develop major military medical facilities at Mecca and Riyadh, the project quickly expanded, at the Saudis' request, from a 400-bed hospital in the capital to a massive 600-bed medical centre far outside Riyadh with acute care, teaching and research facilities, involving the planning of a small medical city near Al-Kharj with a population of 15,000. The architects whom the U.S. Army Corps of Engineers tasked with the development were Ellerbe and DMJM (Daniel, Mann, Johnson & Mendenhall), two concerns with extensive, international experience in designing medical facilities. By 1976 the cost estimate for the Al-Kharj centre had risen to no less than $4.1 billion; in February 1977, the completed master plan was presented to Prince Turki bin Abdulaziz in Riyadh. He appeared pleased but had already suggested that funding might need to be drawn out over a period of 20 years. In early 1978, all funding was abruptly withdrawn, and the architects' design work was brought to an unexpected end before any construction work even had begun. Today, the desert site north of the highway at Al-Kharj remains as bleak and empty as it appeared in the 1970s, though the Armed Forces Hospital in Kharj was erected nearby, in a slightly different location. - The present set of ground plans, elevations, and three-dimensional renderings, one of a small number of Master Plan sets produced in 1977 shortly before the programme fell through, shows the extent of planning reached, as well as the humongous scale of the project. A unique survival, and a poignant document of MODA's apparently limitless "willingness to build facilities to modernize every aspect of the Saudi Arabian military structure" (Grathwol/Moorhus, p. 394) at a time when increasing oil revenues redefined the limits of the possible. - In excellent state of preservation. - Cf.
