Barker, U.S. Army, was the 43d Division Artillery Commander. He served in the campaigns in New Caledonia, Guadalcanal, Russell Islands, New Georgia - Munda, Baanga, Arundel - Kolombangara, New Guinea, Luzon - Philippines, Cabanatuan. He was awared the Silver Star with Oak Leaf Cluster, Legion of Merit with Oak Leaf Cluster, Bronze Star, Air Medal. From the preface: "Its original members were National Guardsmen who had enlisted because they liked army work and wanted to be identified with units rich in military tradition. Those who later joined the Division Artillery lived up to the high standards set by the parent unit in previous wars. In addition, this history may well prove useful in the education of artillerymen in the future. Because the fundamentals of artillery have not changed, their application in amphibious and jungle warfare, as described in this book, should be of value to the artillery student. " Major General Harold R. Barker had a distinguished thirty-three year military career that spanned service under the famed General John Pershing in the battle with Mexican Revolutionary leader Poncho Villa, and through both World Wars. A native Rhode Islander who settled in Pascoag during his retirement years, he was a highly decorated U.S. Army Officer who was considered one of the world's finest artillery experts. He was honored with the Rhode Island Cross, and worked as a very successful manufacturing executive and banker. Public Edition--Presumed also first edition.

Initial blank signed "A" within floriated woodcut border, variant with "Commaund" in line 1 of D3r, woodcut initials, head and tail-pieces, typographical ornaments, large woodcut royal arms on verso of title. Ver…y light water stain at head of gutter of some ll., the odd marginal ink mark. A very good, clean copy, with excellent wide margins in modern half brown morocco over cloth boards, by the National Library of Wales bindery, t.e.g. First edition of this landmark in Poor Law Reform; a very good wide-margined copy. This is one of three variants issued the same year, and the only one to list the Privy Counsellors and their responsibilities. ESTC cites 4 UK copies of this variant (not in the British Library) and 3 more in America. A special body of 'Commissioners for the Poor' was set up in June 1630, the first recorded Poor Law Commissioners. This "Book of Orders" was the medium for the promulgation of the rules and procedures for the regulation of the Poor. It was distributed to Justices of the Peace by King Charles I on 31 January 1631, having been drafted by the Lord Chief Justice; the work has been regarded as the "centre-piece of Charles I's policies towards his subjects during his personal rule", which lasted from 1629 until 1640. The purpose of The Book was to ensure "better administration of justice . relief of the poor and . reformation of disorders", greatly increasing the control of Charles' government over what had until then been largely local affairs handled by the local gentry. The 'Book of Orders' demanded more from the aristocratic elite and was one of the grievances which contributed to Charles' 'Personal Rule' coming to an end. "In 1629 and 1630 there were two consecutive poor harvests, the latter being 50% deficient across England. This had devastating effects on the poor, whose diet contained large quantities of bread. The King, Charles I, who was ruling without parliament, having dismissed it in 1629, resurrected the Jacobean device of the Book of Orders. These were instructions, issued to all local magistrates, on how to cope with bread shortages and mass poverty. They involved the local JPs, in their divisions of the shire, controlling local markets, trying to provide a variety of bread grains at an affordable price to the poor, and raising poor rates to provide a local subsidy. They were then required to report back to the King's Privy Council, the main executive arm of government, hopefully once a month, on a variety of issues associated with poverty and law and order. All 17th century governments feared revolution from below, notably when hunger drove the poor to desperate measures. The Book of Orders was therefore just as much about controlling the poor as feeding them. The device laid down by Charles I and his ministers for achieving these aims was the monthly meeting of magistrates in their divisions." The book's aims included "the charitable reliefe of aged and impotent poore people," "the setting to work of idle persons," "the punishment of sundry Rogues and Vagabonds", "the suppressing of that odious and loathesome sinne of Drunkennesse", and "the training up of youth". Some foxing and blemishes throughout the text. Bound by "Owen" in contemporary full black morocco, richly gilt all over with floral and leaf motifs, onlaid red and citron moroc…co pieces to covers and spines, a.e.g., fore-ege painted with flowers and "Search [the Scriptures]" two working silver clasps, joints beautifully repaired, fore-edge painting dulled and worn from clasps, some foxing throughout. Preserved in a protective cloth case. Suitable for exhibition and study. OF SIGNAL IMPORTANCE IN THE HISTORY OF ENGLISH RESTORATION BOOKBINDING: AN UNRECORDED AND UNPUBLISHED BINDING BY "OWEN" WHOSE WORK IS KNOWN FROM ONLY ONE OTHER EXAMPLE. In terms of 17th-century English bindings, this one in particular is of particular significance: the only other binding by "Owen" is in the Henry Davis Gift (British Library). Howard Nixon (English Restoration Bookbindings, p. 37 and plate 78) describes it in some detail: "It has been stated earlier that signatures on painted fore-edges followed by the word 'fecit' in the seventeenth century are those of binders or booksellers for whom the books were bound. The book in the Henry Davis Gift with the edges signed 'Owen fecit' and dated 1672 is a possible exception to this rule, as Owen cannot be traced. The tools used on this book have not, however, been identified elsewhere." Our binding is far more elaborate the that in the Henry Davis Gift, as it features a total of 26 onlays (red and citron), all elaborately gilt. The Davis Gift example is bound in a single piece of black goatskin. Due to the extensive and complex gold tooling, the present binding was not easily attributable to a known workshop, but it is now clear that all four major tools on it are identical to those on the "Owen" binding in the Davis Gift (see Mirjam Foot, Henry Davis Gift vol. II, no. 115 with full-page reproduction). While the fore-edge of our binding is worn, the word "Search [the Scriptures]" is just visible alongside depictions of flowers. Provenance: inscribed on recto of third blank leaf "John Pounds Carter 1864, bequeathed to him by his aunt Phoebe, who died July 14th 1852." This individual was almost certainly the same JPC who was born in Southwark, London in 1821 and died in Lambeth, London in 1896. Tipped onto the first blank is a small handwritten note which describes this as a "very fine binding by Samuel Mearne." References: Ad 1 (Bible): Darlow/Moule 539 (British and Foreign Bible Society copy lacks the Psalms altogether). Wing, STC (2nd ed.) B2267. Not in ESTC (!). Ad 2 (Psalms): ESTC R232588 recording one copy (National Library of Wales) containing an engraved plate, but neither the Yale copy (which is likewise bound with Bill and Barker's 1663 Bible) nor this copy ever had such a plate bound in. We are grateful for the assistance of Philippa Marks (British Library), and for supplying rubbings of the tools on their Owen binding.
