Samuel Charap is a senior political scientist at the RAND Corporation. His research interests include the foreign policies of Russia and the former Soviet states; European and Eurasian regional security; and U.S.-Russia deterrence, strategic stability, and arms control. From November 2012 until April 2017, Charap was the senior fellow for Russia and Eurasia at the International Institute for Strategic Studies. Timothy James Colton (born July 14, 1947) is an American political scientist and historian serving as the Morris and Anna Feldberg Professor of Government and Russian Studies at Harvard University. His academic work and interests are in Russian and post-Soviet politics. He is currently an editorial board member for World Politics and Post-Soviet Affairs. He has been a fellow of the American Academy for Arts and Sciences since 2011. This Adelphi book argues that the crisis has yielded a ruinous outcome, in which all the parties are worse off and international security has deteriorated. This negative-sum scenario resulted from years of zero-sum behavior on the part of Russia and the West in post-Soviet Eurasia, which the authors rigorously analyze. The rivalry was manageable in the early period after the Cold War, only to become entrenched and bitter a decade later. The upshot has been systematic losses for Russia, the West and the countries caught in between. All the governments involved must recognize that long-standing policies aimed at achieving one-sided advantage have reached a dead end, Charap and Colton argue, and commit to finding mutually acceptable alternatives through patient negotiation.

Nuclear disarmament is firmly back on the international agenda. But almost all current thinking on the subject is focused on the process of reducing the number of weapons from thousands to hundreds. This rigorous analysis examines the challenges that exist to abolishing nuclear weapons completely, and suggests what can be done now to start overcoming them. The paper argues that the difficulties of 'getting to zero' must not preclude many steps being taken in that direction. It thus begins by examining steps that nuclear-armed states could take in cooperation with others to move towards a world in which the task of prohibiting nuclear weapons could be realistically envisaged. The remainder of the paper focuses on the more distant prospect of prohibiting nuclear weapons, beginning with the challenge of verifying the transition from low numbers to zero. It moves on to examine how the civilian nuclear industry could be managed in a nuclear-weapons-free world so as to prevent rearmament. The paper then considers what political-security conditions would be required to make a nuclear-weapons ban enforceable and explores how enforcement might work in practice. Finally, it addresses the latent capability to produce nuclear weapons that would inevitably exist after abolition, and asks whether this is a barrier to disarmament, or whether it can be managed to meet the security needs of a world newly free of the bomb.
