A 1930 graduate of the U.S. Naval Academy, Hayward joined the Manhattan Project in 1944 at the Naval Ordnance Test Station at China Lake, where he helped develop components of the atomic bomb used at Nagasaki. He later worked on nuclear-weapons programs at Los Alamos, working with Edward Teller. Hayward went on to command the Navy's first nuclear-powered task force aboard the USS Enterprise and served as president of the U.S. Naval War College from 1966 to 1968.
