Drought is a condition characterized by scarcity of precipitation and/or water quantity that negatively affects the global, regional and local land-scales. At both global and regional scales, drought frequency and severity have been increasing leading to direct and indirect decline in water resources. Increase in drought severity and frequency in the upper Tana River basin, Kenya, water resources systems have been adversely affected. Timely detection and forecasting of drought is crucial in planning and management of water resources. The main objective of this research was to formulate the most appropriate models for assessment and forecasting of drought using Indices and Artificial Neural Networks (ANNs) for the basin. Hydro-meteorlogical data for the period 1970-2010 at sixteen hydrometric stations was used to test the performance of the indices in forecasting of the future drought at 1, 3, 6, 9, 12, 18 and 24-months lead times, by constructing ANN models with different time delays. Drought conditions at monthly temporal resolution were evaluated using selected drought indices. The occurrence of drought was investigated using non-parametric Man-kendall trend test. Spatial distribution of drought severity was determined using Kriging interpolation techinique. In addition, a standard Nonlinear-Integrated Drought Index (NDI), for drought forecasting in the basin was developed using hydro-meteoroogical data for the river basin. The results of spaial drought show that the south-eastern parts of the basin are more prone to drought risks than the north-western areas. The Mann-Kendall trend test indicates an increasing drought trend in the south-eastern and no trend in north-western areas of the basin. Development of Surface Water Supply Index (SWSI) function, NDI and characteristic curves defining the return period and the probability of different drought magnitudes based on Drought Indices (DIs) was achieved. Drought Severity-Duration-Frequency (SDF) curves were developed. The formulated NDI tool can be adopted for a synchronized assessment and forecasting of all the three operational drought types in the basin. The results can be used in assisting water resources managers for timely detection and forecasting of drought conditions in prioritized planning of drought preparedness and early warning systems.

This book, written from the perspective of a computer designer and targeted at computer researchers, is intended to give both background and lay out a course of action for studying the brain's computational paradigm. It contains a mix of concepts and ideas drawn from computational neuroscience, combined with those of the author.As background, relevant biological features are described in terms of their computational and communication properties. The brain's neocortex is constructed of massively interconnected neurons that compute and communicate via voltage spikes, and a strong argument can be made that precise spike timing is an essential element of the paradigm. Drawing from the biological features, a mathematics-based computational paradigm is constructed. The key feature is spiking neurons that perform communication and processing in space-time, with emphasis on time. In these paradigms, time is used as a freely available resource for both communication and computation.Neuron models are first discussed in general, and one is chosen for detailed development. Using the model, single-neuron computation is first explored. Neuron inputs are encoded as spike patterns, and the neuron is trained to identify input pattern similarities. Individual neurons are building blocks for constructing larger ensembles, referred to as 'columns'. These columns are trained in an unsupervised manner and operate collectively to perform the basic cognitive function of pattern clustering. Similar input patterns are mapped to a much smaller set of similar output patterns, thereby dividing the input patterns into identifiable clusters. Larger cognitive systems are formed by combining columns into a hierarchical architecture. These higher level architectures are the subject of ongoing study, and progress to date is described in detail in later chapters. Simulation plays a major role in model development, and the simulation infrastructure developed by the author is described.

These are encountered in many critical areas of everyday life such as transportation networks, electric power distribution grids, and social network…s of mobile users. STN modeling and computations raise significant challenges. The model must meet the conflicting requirements of simplicity and adequate support for efficient algorithms. Another challenge is to address the change in the semantics of common graph operations, such as, shortest path computation assuming different semantics, or when temporal dimension is added. Also paradigms (e.g. dynamic programming) used in algorithm design may be ineffective since their assumptions (e.g. stationary ranking of candidates) may be violated by the dynamic nature of STNs. In recent years, STNs have attracted attention in research. New representations have been proposed along with algorithms to perform key STN operations, while accounting for their time dependence. Designing a STN database would require the development of data models, query languages, and indexing methods to efficiently represent, query, store, and manage time-variant properties of the network. The purpose of Spatio-temporal Networks: Modeling and Algorithms is to explore this design at the conceptual, logical, and physical level. Models used to represent STNs are explored and analyzed. STN operations, with an emphasis on their altered semantics with the addition of temporal dimension, are also addressed.

The so-called 'classical' project networks, which are used in the network techniques CPM and PERT and which represent acyclic weighted directed graphs, are able to describe only projects whose evolution in time is uniquely specified in advance. Here every event of the project is realized exactly once during a single project execution and it is not possible to return to activities previously carried out (that is, no feedback is permitted). Many practical projects, however, do not meet those conditions. Consider, for example, a production process where some parts produced by a machine may be poorly manufactured. If an inspection shows that a part does not conform to certain specifications, it must be repaired or replaced by a new item. This means that we have to return to a preceding stage of the production process. In other words, there is feedback. Note that the result of the inspection is that a certain percentage of the parts tested do not conform. That is, there is a positive probability (strictly less than 1) that any part is defective.
